    6. FNIHB eHealth strategy In 2006, FNIHB Senior Management agreed to resource a wide-ranging strategic planning effort. The Minister of Health confirmed in the spring of 2007 that a strategy for Infostructure be developed and the work of Canada Health Infoway and the Federal Healthcare Partnership be fully leveraged.

    7. First Nation Health Infostructure Strategic Action Plan The purpose of the First Nations Health Infostructure Plan (HISAP) is to do a better job of defining, collecting, communicating, managing, disseminating and using data to enable better access, quality and productivity in the health and health care of First Nations An electronic health record capacity and capability for all First Nations people by 2015; Seamless integration of First Nations Infostructures with provincial Electronic Health Record systems; Meaningful, standardized information for decision support available to First Nations, Regions and FNIHB Collaborative and sustainable partnerships between First Nations, Provinces/Territories and the Federal Government

    8. HISAP – Key Components The report identifies up to six primary components consisting of: Community Health, Primary Health, and Public Health Care Information Services (Direct Care). Population and Public Health Surveillance Services. Electronic Patient Record (EPR) Services, Electronic Health Record (EHR) Connectivity services. Decision Support services (reporting, analysis, research). Registry services. Telehealth services. The ‘services’ approach to health infostructure components groups the functionality of information and communications technology around business processes and organizes that functionality into small unique groups called services.

    9. HISAP – Investment & Sustainment Costs Total $272 Million with contingency. This includes one time project implementation investments, project capital costs, and project contingency; one time project implementation investments of $155 Million, one time project capital costs of $73 Million and project contingency of $44 Million Ongoing: $75 million annually with contingency is projected for ongoing (operational) sustainment costs. A cabinet submission is being planned for the 2010 budget.

Other First Nations eHealth Projects with FNIH Contributions Panorama Inclusion Led by Ministry of Health Services Project Timeline: 2009 - 2012 To include the implementation of Panorama at First Nations health clinics.     11. eHealth Commitment Alignment and integration of First Nations eHealth and Provincial eHealth initiatives is a critical dependency for success of the Tripartite Health Plan Request commitment from Provincial eHealth Strategy Council to ensure First Nations are involved in a meaningful way when eHealth initiatives are implemented.
