  3. The Operation and Maintenance Funding Workshop will focus on two main areas: • Financial Management of O&M –Interim Funding Formula compared to MFNSS Actual O & M costs; (2)  Operation and Maintenance Issues and strategies to minimize challenges

  17. The Funding Model is only a method for determining the amount and is not intended to prescribe how each First Nation should allocate or expend funding. Each First Nation has the discretion to allocate and expend the funding

Education Infrastructure Task Team (EITT) Recent Recommendations to the National Indian Education Council (NIEC) – June 5, 2019 • First Nations members of the Education Infrastructure Task Team agree that while First Nations education infrastructure needs are diverse, the following areas have been initially identified as needing policy review: • School Space Accommodations Standards (SSAS) • Level of Service Standards and Management of Teacherages • Tendering Policy for Federally Funded Education Capital Projects for First Nations • Education Infrastructure Ownership and Financing • Budget Review of Education Infrastructure Capital

Education Infrastructure Task Team (EITT) Recent Recommendations to the National Indian Education Council (NIEC) – June 5, 2019 • In keeping with the principle of First Nations Control of First Nations Education, for the First Nations members of the Education Infrastructure Task Team to lead a comprehensive review of all current federal programs that support education infrastructure. • A resolution be drafted allowing the Assembly of First Nations, the National Indian Education Council and the Chiefs Committee on Education to engage in education infrastructure policy review with the Government of Canada.

Benefits of Preventative Maintenance • The cost of breakdown maintenance is much greater than preventative maintenance. • Keeps equipment in good condition to prevent large problem • Extends the useful life of the equipment • Finds small problems before they become big ones • Is an excellent training tool for technicians • Keeps equipment safer • Parts stocking levels can be optimized • Greatly reduces unplanned downtime • Reduces injury

  25. Facility Assessments Purpose: To identify areas that require repairs or replacements; To cost out the repairs and replacement; To development a staffing plan for maintenance and custodial needs; To formulate preventative maintenance strategies.

The School buildings and grounds Operations administration, systems and procedures Observed School safety programs Report on observed maintenance or building repairs General observations and recommendations

  29. Contingency To cover the cost of unforeseen breakdowns and repairs in areas of facilities and equipment, Or, the expense has not been expected or accounted for in the O&M budget.

Contingency • Expenditures examples are: • Major building damage due to accident or damage to a building or grounds • Replacements and repairs as a result of vandalism • Contracted services to provide service on an emergency basis such as a large cleanup due to unexpected events • Replacement furniture that fails
