15. 强制性能效标识制度 2004年8月，《能源效率标识管理办法》颁布 2005年3月1日起对家用电冰箱和房间空气调节器正式实施强制性能效标识制度 截止到2006年2月份，家用电冰箱企业98家、空调企业73家通过备案 Mandatory labelling August 2004,Regulation  on  Energy- Efficiency Labelling  Administration has been issued March 1,2005,the programme for household refrigerators and room air conditioners has been launched Until Feb,2006, 98 manufactures of refrigerators, and 73 manufactures of air conditioners have registered 能效标准的实施现状Current Status of EE Standards Implementation

23. 中国目前的冰箱、空调能效分布Distribution of EE in air conditioners (AC), and refrigerators 截至2007年6月1日空调厂商92家、7331个型号通过备案审核，电冰箱厂商共134家、5190个型号通过备案审核。

27. 实施效益评估Assessment of implementation benefit • Energy performance has been improved greatly • One-year implementation led to a energy conservation of 1.78TWh • If air-conditioner and refrigerator in current market are changed to energy-saving ones, the annual energy conservation will attain to 4.65TWh • By 2020, the effective implementation of two EELs can save electricity by 258Twh, equivalent to 98Mtce primary energy • 产品能效水平有了很大提高 • 实施一年，节约大约17.8亿度电 • 如果现在市场上的空调和电冰箱都换成节能产品，则一年可为国家节约46.5亿度电 • 到2020年，这两项产品能效标识的有效实施预计可为中国累计节电2580亿度电,折合一次能源0.98亿吨标准煤

29. 能效标准与标识今后发展重点 The main focus for the future development of EES and labels • 《节能中长期专项规划》明确指出商用和民用节能的重点是提高用能设备能效，实施能效标识 • 对主要工业耗能设备、家用电器、办公设备、照明器具以及机动车制定和实施强制性的超前能效标准 • It is clearly pointed out in the “medium and long term energy conservation plan” the main focus of energy conservation in commercial and residential areas is to increase the energy efficiency of these energy using product and to implement energy efficiency labels. • Develop and implement mandatory “reach” energy efficiency standards for main industrial equipment, household appliances, office equipment, lighting equipment and vehicles.

30. 能效标准与标识今后发展重点 The main focus for the future development of EES and labels • 《国务院关于加强节能工作的决定》要求制定和完善工业耗能设备、机动车、建筑、家用电器、照明产品能效标准 • 扩大能效标识在家用电器、电动机、汽车和建筑上的应用 • It is required in ‘Decision of enhancing the energy saving work” issued by the State Council to establish and improve EEL for industrial energy-consuming equipments, vehicles, constructions, household appliances and lighting products • Enlarge the application of EEL in the business of household, electromotor, vehicles and construction
