1. National Agenda These are concerns that Americans have that they want government to fix. Typically issues spring from trends, major events, or interest groups. Examples of what makes it into the national agenda… Trends – joblessness since 2008 Major events – September 11th Interest Groups – a groups of people decide they want to save animals
2. Formulation • Congress, executive branch officials, and interest groups propose solutions to the issues.
3. Adoption • The federal government chooses one policy solution after research and debates have been conducted.
4. Implementation The federal agencies must determine how to best carry out the policy and make it happen.
Evaluation • Media groups, government officials, and interest groups monitor the implementation to see if the policy will help solve the problem.
