  2. The demand for higher education has contained to increase. 1978 997 institutions 1983 1097 intuitions

  3. At present, it is estimated that about 2 % of our total population are enrolled in our colleges and universities. The educational system have been responsible for the creation of a middle class that can be the base for the further development of a stable democracy.

  4. At the end of the second world war, there were about a hundred private institutions as against 15 or so public institutions.

  5. If we further refine this gross figures on enrollment and number of schools, we would realize that the nature of the demand has shifted. The pressure is for the government to participate increasingly in higher education.

  6. Reform No 1. There should be more rationality in the distribution and development of educational institutions.

  7. Reform No 2. There should be rationality and equity in the financing of government supported schools.

  8. Reform No 3. There should be rationality in administration of higher education institutions.

  9. Reform No. 4. If there should be a mechanism for making accessible to private schools resources that are available to public schools, the integration of private and government-supported schools would be facilitated.

  10. Reform No. 5. An integrated system of education takes the private schools into consideration in the preparation of plans and programs, including policies on management.
