  2. Current event #1 • 1. Why is the heat bill going to rise this winter? • 2. What type of gas is most used for heating? • 3. What effect do you think the high gas bill will have on families?

  4. What is a bill? • Proposed law for review in Congress Wrong bill

  5. 2 TYPES • Public- effect entire nation • Private- individual concerns or focus on a place • (immigration, government concern)

  6. STEP ONE • AN IDEA! • Private Citizen, White House, Special Interest Group

  7. STEP TWO • Idea is passed to Senator or Representative • Given a title and number • For example; S.7 or H.R.7

  8. STEP THREE • Sent to standing committee (PERMANENT COMMITTEE) • The fate… • 1- Approve the bill • 2-Change and pass • 3-Completely replace and pass • 4-Ingore and let die • 5-Kill the bill immediately by majority vote

  12. STEP FIVE • VOTING TIME! Voice Vote- “Yea” or “No” (H.R &S ) Standing vote- stand and count (H.R. & S) Recorded Vote- recorded electronically (H.R) Roll Call Vote- “Aye” or “Nay” as names are called (S)

  13. WHAT IF HOUSE AND SENATE PASS SAME VERSION OF THE BILL? • Conference Committee work out differences and submit revised bill

  14. STEP SIX • FINALLY… to the President • 1-Sign and approve- LAW! • 2-Veto(refuse to sign) • 3-Ignore 10 days Becomes a law if Congress is in session, • if Congress is not in session it dies(pocket veto) • 4-If vetoed, 2/3 vote each house will override
