  4. 一、背景說明 原產地證明書係國際貿易主要文件之一。 電子產證(Electronic Certificate of Origin, eCO)系統係無紙化貿易中較為單純及較易掌握推動項目，國內爰以eCO交換作為跨境無紙化貿易先導案例(pilot project)。 eCO跨境傳輸後，將可減少雙邊貿易查核產證真偽時間及貿易文件重置成本。 倘成功建立跨境傳輸之模式，即可以其為基礎，推動與其他國家之eCO跨境合作。

  5. 二、實際雙邊eCO跨境合作案例 (台韓) 97年11月21日由雙方駐外代表正式簽署合作備忘錄(MOU)。 公部門由經濟部為權責單位(authority)，負責協調財政部等相關單位執行;私部門為通關網路公司，其負責介接出口貨品之國內產證發證單位(貿易局及其授權發證機關)及進口貨品產證審查單位(海關)，並執行跨境傳輸作業。 產地證明書電子化作業系統預定於98年8月26日起正式實施，初期以申報「生產國別」為「韓國」之進口報單為實施對象，預期可大幅減少韓國出口商向我駐韓代表處申辦產證驗證作業，並便捷我進口商報關流程。

  8. 二、實際雙邊eCO跨境合作案例 (台法) 由主管機關授權雙方通關網路公司互簽MOU據以執行跨境eCO傳輸。 台法貿易無紙化公私部門會議(97年4月21日)於台北舉行。依我國現行法規，出口人得申請將產證電子資料提供通關網路業者為跨國傳輸使用，而法國海關已授權其通關網路公司(France e-CI)接受eCO。 至進口方面，我國海關依規定可接受電子傳輸通關資料，同時財政部核准之通關網路公司，依規定得辦理國外傳輸及連線業務。 台法雙方俟完成資料交換測試，克服其他技術相關細節後，擇期實施。

  11. 三、未來展望 一、今(98)年7月底在新加坡召開的APEC ECSG會議中，各國對加入eCO開路者倡議表示興趣，列舉如：秘魯、菲律賓、泰國、越南、馬來西亞等。 二、洽談eCO跨境交換合作之基本考量點： 電子化程度―eCO的跨境交換傳輸，首要條件為對手國應具有足夠的ICT基礎建設，並完成建置線上電子產證系統及雙方相容傳輸機制。 調整相關法令規範，賦予跨國傳輸eCO具有正當法效，為收受國海關認可，使其效力等同紙本產證。 對手國配合度―對於產證以電子化傳輸變革，亟需各國政府(尤其是海關)在政策面給予支持才得以順利發展。 雙邊貿易情形―與對手國雙邊產證簽發筆數及出口貿易額亦需納入考量。
