  2. Productive Safety Net Programme (PSNP) The History • 2002/2003 drought • 14 million people affected • New Coalition on Food Security • Suggestion for safety net programme

  3. The History • Intended to be a transitional programme • Move away from food aid towards cash • Move from emergency systems towards long term rural growth strategy • Programme design • defined by political priorities • supported by donors operating in a new (and challenging) coalition

The History • Donors • Common vision (humanitarian reform, transition to cash, etc) • Areas of divergence (productive versus protective, funding channels, ) • Variation in relationships with Government • Variation in mechanism of support (NGO, WFP) • Government • Strong political commitment to achieve food security • Food focused understanding of vulnerability • Strong (?) systems of identifying and delivering emergency assistance

  5. PSNP : Objectives and component • Objective • provide timely, adequate and guaranteed transfers • prevents asset depletion at the household level • creates assets at the community level • Component • labour-intensive Public Works component and • Direct Support component

A quick overview • Programme covers 7.3 million people • 80% public works and 20 % direct support • Public works should be productive • Target is Food insecure areas • Transfers are both cash and food (£78 per year per household) • One component of a broader food security programme (asset protection and asset building) • Operating mainly through Government channels & annual cost of US $300m • Fifth year of implementation
