Wilson Outraged! • Germany apologized, paid damages, but refused to end U-boat campaign. • 1916: Wilson tries to mediate a “Peace without Victory” = both sides refuse. • March 1916: French ship Sussexsunk. Several Americans killed. • Germany pledges NOT to shoot without warning
Election of 1916 • Wilson reelected: “kept us out of the war! ” • He pursues peace but begins to build Navy
