  3. Long-Term Objectives and Social Accountability Tools Question In planning your 3-year programs, what is more important to start with – the objectives or the tools?

Starting with Objectives – a Few Things to Note … • For the purposes of this session, we are talking about Longer-Term Objectives • Possible to achieve these in a 3-year period • Not CSO-led activities, but changes that you hope to see in others • Avoid vague terms, such as “raising awareness” or “build capacity” • To help focus the 3-year programs, we recommend limiting number of objectives to approximately 3

Defining and Reaching Objectives • Defining the Objectives – well-defined and SMART • Reaching Objectives – often this is a multi-step process • Do you need to diagnose a problem or collect evidence of a problem? • Do you need to encourage action or engagement of stakeholders? • Do you need to investigate possible solutions? • Do you need to find a sustainable way to monitor the program? • Do you need to go beyond spending and look at outcomes?

  6. Using Tools to Reach Objectives NOTE – you could have 2 or 3 of these objectives for a single program. However, you will still need to think about narrowing your project down to 3 Social Accountability tools (for TAP at least!).

What are the Best Tools for LT Objectives? • Start by spending 7-8 minutes defining 1 or 2 LT objectives for your group. • Pick your strongest 1-2 objectives, even if they are not perfect yet. • Write them on large sheets of paper • Spend 7-8 minutes on the Objectives of each of your fellow Grantees. • What SA Tools would you suggest for their Objectives?

Next Steps • (May 2011) Individual grantees review and solidify Objectives • (May 2011) Grantees work on finding the best SA tools for objectives • TAP Team to help where needed • (June 2011) TAP Team reviews SA Tools and identifies common tools/timelines • At the same time, we will identify experts (including grantee experts) • (July 2011) Final decisions on SA Tools to be used in the next 3 years • NOTE – the Open Window Grant Rounds will focus on selected tools
