  2. Agenda • Introduce and give background to EMA • Work through 2007/8 EMA Application Form and covering letter • Identify bank account issues and share good practice in tackling locally

What is EMA? • Payment to encourage young people from low income families to stay in post-16 learning • Available to 16-19 year olds • Income assessed payment of £10, £20 or £30 per week for households with income up to £30,810 • Is not affected by, and does not affect, household benefits • ‘Something for something’ agreement, with payments to reward attendance • Periodic bonuses for achieving positive results

Young people in custody • Young people can apply whilst in custody • No need to submit evidence of financial income – eligible for full £30 p.w. • They can receive EMA on release, when they enrol on valid learning programme (see next slide) • Original covering letter required from YOT Supervising Officer • Check if young person already has NoE for EMA Year • Need bank account before application can be fully assessed – payments can only be made by Bankers Automated Clearing System (BACS)

Valid learning programmes • Entry to Employment (e2e) • LSC funded Programme Led Apprenticeships (PLA) • LSC funded college and sixth form courses • FE programmes: minimum of 10 weeks and 12 “guided learning hours” per week • e2e / PLA: minimum of 10 weeks and 16 “guided learning hours” per week • ESF programmes not eligible for EMA • If unsure, contact local LSC EMA Coordinator (see pack)

  7. The Application Form • Only Part A needs to be completed • Form needs to be signed and dated. Date must correspond with the covering letter. • Covering letter provides the “proof”

  8. The covering letter • On institution / YOT letter head, signed and dated! • Name of young person • Date of Birth • Period of detention • Date of release • Name of Supervising Youth Offending Team • Signature (and name) of Young Person • Signature (and name) of Youth Offending Team Supervising Officer • Contact telephone number

  9. Summary (1) • Young Person must use full YOI / STC / SCH address when applying and must be in custody when they FIRST apply. • If they apply after release, they use household address, and normal assessment applies.

  10. Summary (2) • APB need address (if known) for Young Person when they leave custody (or we are reliant on them telling us) • Support worker completing and signing covering letter may need to be contacted by APB.

  11. Summary (3) • Make full use of the Partner Helpline 0800 056 2811. • Bank account needed before we can fully assess the form, but better to submit at least the initial application before release.
