  3. BIOMETRIC ATTENDANCE AND COMPUTER AIDED LEARNING SYSTEMS PROJECT (BACALS)

  4. BACKGROUND OF THE PROJECT • Effective monitoring for the utilisation of funds/grants being provided to the residential institutions • Transparent System to ensure benefits are reaching the target groups • Computer based Teaching & Learning

OBJECTIVES OF THE PROJECT • Tribal Development Department, Government of Gujarat introduced Biometric Attendance & Computer Aided Learning System (BACALS) to • Capture Biometric attendance of Students, Teachers & Administrative staff and create centralised database • Enable Computer Aided Learning (CAL) through standard education software • Ensure Transparency & Accountability in processes coupled with effective monitoring by generation of MIS reports

Introduction of IT in Transport Department will require: STAKE HOLDERS IN THE PROJECT • Implementing Departments • Tribal Development Department • Education Department • Nodal Agency • Gujarat State Tribal Development Residential Educational Institutions Society (GSTDREIS) • Project Management Consultants • IL&FS Education & Technology Services Ltd. (IETS) • Implementing Agency • For Zone I & II – HCL Infosystems Ltd. • For Zone III – Selection of Vendor is under process

PROJECT HIGHLIGHTS • Project Model : Build Own Operate (BOO) basis for 5 years • Project Period : 1st Oct 2012 to 30th Sep 2017 • Payment to Implementing agency is on per unit per quarter basis (QGR-Quarterly Guaranteed Revenue) • One unit comprises of Computer along with USB based Biometric device • QGR value for Zone I – Rs. 4127/- & for Zone II – Rs. 4170/- per unit. • Total Project cost for 5 years : Rs. 187 Cr. • (Based on the number of units installed)

SALIENT FEATURES • Data of students, teachers and other staff shall be captured through enrollment process • Data stored in School Server Unit will be used for verification and attendance authentication • Four Fingers of each user captured (2 Index & 2 Thumbs) in order to minimize rejection • Audio visual signal to denote the success and failure of attendance marking process • Attendance information is transmitted to District Head Quarters (DHQ) at periodic intervals • System Clock locked against changes in attendance timing • Database locked and can only be edited after biometric authentication • Centralized database hosted at the State Head Quarters (SHQ). The raw images of fingerprints will be maintained only at the central server

  12. DELIVERABLES BY HCL • A combined system of a Desktop & a Fingerprint Scanner (connected through USB to Computer) is termed as "Unit“ Desktop Fingerprint Scanner

DELIVERABLES BY HCL (Contd..) • Each school is provided with minimum of 2 Units • One additional Unit for every incremental of 60 users above 120 users • Internet Connectivity for transferring of attendance data to DHQ/SHQ • Supply of UPS (1 between 3 Units) , Table & Chair (One per Unit) • Education & Application Software at Schools • Training of users • Web based application for DHQ & SHQ • Appointment of Project Leader at each DHQ • Help Desk at DHQ along with manpower (1 Hardware Engineer, 1 Software Engineer) • 1 No. of IT support staff for every 25 schools

Deployment of Education Software • In addition to the Attendance Software, Computer Aided Learning is deployed in the Schools • Education Software installed covers • Curriculum Based • General Topics • Govt. of Gujarat provided 3 CDs of Educational Content covering various general topics is also installed in all the Schools

Introduction of IT in Transport Department will require: PRESENT STATUS • State Head Quarters (SHQ) is set up in the premises of SarvaShikshaAbhiyaan (SSA), Gandhinagar • District Head Quarters (DHQ) in all 8 districts is set up along with Help Desk for maintenance • Implementation completed in 7129 schools of all 8 districts (including 23 offices of TDD) • Maintenance of the project is undertaken with the deployment of manpower by HCL • Deployment of Education Software • Training of Teachers on the use of Biometric Attendance System and Education Software • Integrated Web portal for all 8 districts for attendance monitoring and report generation • http://bacals.hclinsys.com

Impact of Project Punctuality and attendance of teachers has increased The grant disbursal has been linked to the Biometric based attendance in Ashramshalas, Uttarbuniyadi shalas & Hostels and this has resulted in considerable saving in grants With Computer Aided Learning (CAL), teaching & learning has improved significantly. Computer awareness among students has increased and they are able to operate on their own.
