  4. Spatial Information Solutions:The Business Case In researching, developing, testing, delivering, and deploying spatial solutions, the integrated “whole” is far greater than the sum of the parts. The entire supply, solution, and decision management chain must be seamlessly linked to create a robust working solution. Without integrated solutions, the effectiveness of decision-making is decreased due to the complexity of components involved in the solution chain. SIS will provide complete spatial information solutions that include user needs analysis, data specification, data acquisition, data and information processing, structuring the decision support system framework, and managing decision results.

  5. Intelligence Design Choice Spatial Decision Support Systems Decision-making process can  be structured into three major phases: Intelligence- is there a problem or an opportunity for change? Design - what are the decision alternatives? Choice -  which alternative is best? SDSS Characteristics • Complex Questions • Multiple Issues • Data Driven Processes • Multiple Participants • Different Viewpoints • No Unique Solution The SDSS enables users to explore the decision problem in an interactive and recursive fashion in all phases of the decision-making process.

  6. Spatial Database Model BaseFramework Database Management System Model Base Management System SDSS InterfaceDGMS User SDSS Capabilities: Dialog, Data, & Modeling The Spatial Decision Support System (SDSS) Interface provides interaction between the user and the SDSS. The SDSS Interface is a Dialog Generation and Management System (DGMS) that provides user-friendly access to choices that are available in the model framework and interactive display of the spatial and tabular data as well as results of SDSS scenario outcomes. The DataBase Management System (DBMS) provides the functions to manage the geographic data base The Model Base Management System (MBMS) contains the functions to manage the model base framework

  7. Temporal Image Cube Biosphere Productivity and Crop Security Research Results Alternative NASA data streams are being processed usingnovel temporal mapalgebra algorithms to provide enhanced inputs to crop models. Daily Image Data Temporal Composite TMA Summary TMA provides efficient processing of temporal images, performs complex map analysis, employ 3-D temporal image data cubes, extends map algebra functions from 2 to 3 to N dimensions.

  8. ASTA Program & RSTC Results • Crop development may be monitored and growth spatially characterized within fields by examining time-series images and determining the change between images. The process is diagrammed showing routine images acquired at times T1 and T2. Developing robust methods of change detection will facilitate: • Monitoring plant growth • Tracking management practices • Determining plant vigor • Recognizing effects of spray drift • Examining plant stress • Identifying areas with soil, moisture, or nutrient shortfalls • Managing pests

  9. Novel Environmental Analysis Algorithms NCRST-E Research Results Useful Data Streams High-resolution image data for land cover and land use analyses. High-Resolution black and white and CIR digital orthorectified “Basemap” images. LIDAR elevation data for terrain analysis, hydrologic analysis, and design work. Hyperspectral image data for detailed land cover, wildlife habitat, and wetlands analyses. Streamlined Project Planning and Analysis Processes

  10. Census Data Maintenance Research Results MSU is conducting research tocreate technologies that detectland cover changes and extract map accurate features of interestfor updating spatial data. Advanced Change Detection: Object-level change analysis using data fusion

  11. Economic Development Through Enhanced Transportation Corridor Planning Research Results Enhanced data management tools are needed to provide access to high-resolution image data across user groups and departments to enhance decision making and analysis processes.Enterprise architectures for data management and distribution require serious efforts to plan, pilot, train, and deploy effective working solutions.

  12. Specific IP Developments • Spatial Image Accuracy Analysis Tools • Image Enhancement and Quality Analysis Tools • Change Detection Tools • Feature Extraction Tools • Spatial Data Performance Analysis Tools • Independent Verification and Validation Tools

  13. Potential SIS Revenue Streams • Commercialization and sales of IP. • Subcontractual services to MSU research projects. • Develop new collaborative research, development, and deployment opportunities with MSU to deliver mature solutions based on research results. • SBIR and STTR opportunities with partnering agencies. • Congressional initiatives to support the maturation and deployment of new technologies that benefit Mississippi’s economy. • Contracts with businesses, organizations, and agencies to develop and deliver complete spatial information solutions.

  14. Concluding Remarks • SIS is a new business that will deliver spatial technology research results to commercial application and develop ideas for new collaboration efforts. • SIS will focus business development efforts on delivering seamless solutions that are robustly linked from end-to-end. • SIS will develop SDSS and knowledge management technologies to improve the effectiveness of decision making processes.
