Nation’s Vision for Space Exploration THE FUNDAMENTAL GOAL OF THIS VISION IS TO ADVANCE U.S. SCIENTIFIC, SECURITY, AND ECONOMIC INTEREST THROUGH A ROBUST SPACE EXPLORATION PROGRAM Implement a sustained and affordable human and robotic program to explore the solar system and beyond Extend human presence across the solar system, starting with a human return to the Moon by the year 2020, in preparation for human exploration of Mars and other destinations; Develop the innovative technologies, knowledge, and infrastructures both to explore and to support decisions about the destinations for human exploration; and Promote international and commercial participation in exploration to further U.S. scientific, security, and economic interests.

  45. “Fire Wall Policy” • Ensure that in fact (and in appearance) there is no conflict of interest in the evaluation of either NOI’s or proposals responding to the H&RT BAA.  To achieve that goal, the following ground rules will be followed to the greatest extent practicable: • BAA NOI and full proposal reviewers of the first resort will be from the NASA Field Centers.  If the number of available reviewers is insufficient, additional, non- NASA reviewers will be recruited to augment the Element Program review panels as needed.  • Non-NASA reviewers and their organizations will not have any affiliation with the NOI / proposals or associated team members. • BAA NOI and full proposal reviewers cannot be co-investigators or named as technical performers in either the NOI's or full proposals. • BAA NOI and full proposal reviewers  from a NASA field center cannot review NOI's or proposals that include their field center as an explicitly-named participating performing organization.
