  9. Step 1 Define the Requirement • This acquisition will result in the award of aFirm-Fixed Price FFPcontract for construction. This project is for the renovations of Building 603 which will require the contractor to reconfigure interior walls; replace suspended ceiling/floor coverings; modify fire suppression system; paint walls; replace windows with glazing to meet ATFP, hurricane, and energy reduction standards; replace existing Air Conditioning (AC) system with a chilled water system. The contractor will be required to bring building into compliance with current life safety and fire codes. Upgrade electrical feeder. Replace east side elevator.

  13. Step 2 Continued - Evaluation Factors for Award 1. The solicitation requires the evaluation of price and the following non-cost/price factors: • Factor 1 – Safety • Factor 2 – Technical Solution The relative order of importance of the non-cost/price evaluation factors is the technical Factors 1 and 2 are of equal importance to each other and when the proposal is evaluated as a whole, the technical factors when combined are approximately equal to price. The importance of price will increase if the Offerors’ non-cost/price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-cost/price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.

Step 2 Continued - Establish the Plan: Evaluation Factors Non-Technical Factor: PRICE Provide one (1) original, one (1) copy, and one (1) electronic copy (CD) of the solicitation submittal requirements. Price shall be considered available for award for 90 calendar days from the price proposal due date. The Offeror shall submit the following as part of their Volume I, Price Proposal in a separate binder(s) from their Non-Cost/Price Factor (technical) proposal.

Step 2 Continued - Establish the Plan: Evaluation Factors Evaluation Factor: PRICE Submittal Requirements: •  Cover letter •  SF 1442 •  ELIN Price Schedule •  Bid Bond •  Exhibit 4 - Financial Questionnaire •  Proof of Offeror’s Representation and Certifications and Active and Inactive Exclusions from the Systems for Award Management (SAM) •  Exhibit 5 - DFARS clause 252.209-7993 “Representations by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction under any Federal Law- Fiscal Year 2014 Appropriations (Deviation 2014-OO0009) (FEB 2014) NO UNBALANCED PRICING! •  The burden of proof of price realism rests solely with the offeror.

Step 2 Continued - Establish the Plan: Evaluation Factors Evaluation Factor: PRICE Basis of Evaluation: The Government will evaluate the project price based on the total price for CLIN 0001 and CLIN 0002. Total price consists of the basic requirement. Analysis will be performed by one (1) or more of the following techniques to ensure a fair and reasonable price: • Comparison of proposed prices received in response to the RFP. • Comparison of proposed prices with the IGE. • Comparison of proposed prices with available historical information. (iv) Comparison of market survey results.

  17. Step 2 Continued - Establish the Plan: Evaluation Factors Non-cost/price Provide one (1) original, four (4) copies, and one (1) electronic copy (CD) of the solicitation submittal requirements. The Offeror shall submit the following as part of their Volume II, Non-Cost/Price (Technical) Proposal in a separate binder(s) from their Price Proposal. Note: Non-cost/price factor below do not contain sub-factors.

Step 2 Continued - Establish the Plan: Evaluation Factors Factor 1 – Safety (i) Submittal Requirements: The Offeror shall submit the following information: (For a partnership or joint venture, the following submittal requirements are required for each Contractor who is part of the partnership or joint venture; however, only one safety narrative is required. EMR and DART Rates shall not be submitted for subcontractors.)

Step 2 Continued - Establish the Plan: Evaluation Factors Factor 1 – Safety- continued (1) Experience Modification Rate (EMR): For 2013, submit your EMR (which compares your company’s annual losses in insurance claims against its policy premiums for 2013. If you have no EMR, affirmatively state so and explain why. Any extenuating circumstances that affected the EMR and upward or downward trends should be addressed as part of this element. Lower EMRs will be given greater weight in the evaluation

Step 2 Continued - Establish the Plan: Evaluation Factors Factor 1 – Safety- continued (2) OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate: For 2013, submit your OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate, as defined by the U.S. Department of Labor, Occupational Safety and Health Administration. If you cannot submit an OSHA DART Rate, affirmatively state so, and explain why. Any extenuating circumstances that affected the OSHA DART Rate data and upward or downward trends should be addressed as part of this element. Lower OSHA DART Rates will be given greater weight in the evaluation.

Step 2 Continued - Establish the Plan: Evaluation Factors Factor 1 – Safety- continued (3) Technical Approach for Safety: Describe the plan that the Offeror will implement to evaluate safety performance of potential subcontractors, as a part of the selection process for all levels of subcontractors. Also, describe any innovative methods that the Offeror will employ to ensure and monitor safe work practices at all subcontractor levels. The Safety narrative shall be limited to two pages.

Step 2 Continued - Establish the Plan: Evaluation Factors Factor 2 – Technical Solution Solicitation Submittal Requirements: Provide a narrative describing the technical solution to the project that meets the requirements of the RFP. Include the following: Minimize outages during construction by limiting downtime to no more than eight (8) hours per day, backup power will be required for tenants that remain in facility during construction. Maintain working environments for commands to remain in-facility during construction. Indicate how fire suppression, power and telecommunications will be re-worked while commands remain in-facility during construction. Minimize the occurrences of planned utility interruptions. Narrative shall not exceed three (3) double-sided pages (or six (6) single-sided pages). Up to six (6) conceptual drawings shall be provided to supplement the narrative (i.e. phasing plan.
