  1. PRE-PROPOSAL CONFERENCE SOLICITATION #N40083-12-R-2514 MINOR CONSTRUCTION MULTI-TRADE CONTRACT AT NSA CRANE, INDIANA (Also at the Glendora Test Facility, Sullivan, Indiana)

  2. FROM PROPOSAL TO AWARD • Approximately four contractors will be selected and awarded the MTC. • Government reserves the right to award as many contracts as deemed necessary for this work.

  3. AFTER AWARD • All awarded contractors will have the opportunity to submit proposals and compete for task orders. • Task orders awarded on a best value basis. Price and technical factors considered.

  4. CENTRAL CONTRACTOR REGISTRATION • All offerors are required to be registered in the Central Contractor Registration database. • www.ccr.gov • Contractors not registered in the CCR database are ineligible for award.

  5. ANNUAL REPRESENTATIONS & CERTIFICATIONS • On line Representations & Certifications (ORCA) • http://orca.bpn.gov • Contractors are required to complete Reps and Certs on line.

  6. E-Verify • Statutes and Executive orders require employers to abide by the immigration laws of the U.S. and to employ in the U.S. only individuals who are eligible to work in the U.S. • The E-verify system is an Internet-based system that allows participating employers to electronically verify the employment eligibility of their employees.

  7. VETS-100 • Annual reporting requirements (FAR 52.222-27) • Deadline for reporting is September 30 • Report efforts in hiring and employing veterans • https://vets100.vets.dol.gov/

  8. WIDE AREA WORKFLOW • Invoices must be submitted electronically via Wide Area Work Flow • https://wawf.eb.mil/ • Training available to contractors on-line • See 252.232-7003 and 252.232-7006 for further details

  9. WAGE DETERMINATIONS • Davis Bacon Wage Act applies. • The applicable Davis Bacon Wage Determination is found in Seed Project SOW of the RFP. • Contractor must submit all current payrolls prior to invoices being paid. Invoices will be returned, unprocessed if all current payrolls are not on file with NAVFAC MW PWD Crane.

  10. INDEFINITE QUANTITY CONTRACT • Guaranteed minimum: $15,000.00 (one time) • Maximum: $10,000,000.00 for entire term. • Term: 60 months or $10,000,000.00 • whichever comes first.

  11. PROJECTS • Size Range: $2,000.00 to $450,000.00 • In the past, most have been less than or close • to $100,000.00 • Project Pricing based on Task Order Line Items

  12. EXERCISING OPTIONS • As a general rule, options will be exercised UNLESS: • The Government’s requirements change • The contractor does not satisfactorily perform work • The contractor does not actively participate (i.e. submit proposals on a majority of the projects.

  13. PROPOSALS • Proposals are due Friday, August 17, 2012 at 2:00 p.m. (EST) • Proposals that are late will not be considered unless conditions described in FAR 52.212-1(f) apply.

  14. PROPOSALS(cont.) (See Section 00100Paragraph 5.0) • Provide original only of the price proposal and original and 3 copies of the technical proposal. • Price and technical factors are considered equal in importance to each other • Price and technical proposals shall be separately bound and submitted in two separate envelopes.

PRICE PROPOSAL(Section 00100, Para. 5.0) • Signed SF form 1442 • 1442 Continuation Page (Section 00010) • Exhibit A (Seed Project Pricing) • Bid Guarantee (As Required by NFAS 5252.228-9302) • Financial resources (bank or financial institution) • Representations & Certifications (Completed on line) • Acknowledgement of all Amendments • Price proposal for each seed project using Exhibit A Line Items • Prices valid no less than 60 days

TECHNICAL PROPOSAL(Section 00100, Para. 5.0) • No specific page limit • Proposal shall be clear, concise, & sufficiently detailed. • Four technical factors: • Factor 1: Past performance • Factor 2: Management Ability • Factor 3: Safety • Factor 4: Seed Project • SubFactor 4.A. – Performance Narrative • SubFactor 4.B. - Schedule

  17. TECHNICAL PROPOSAL - (CONT) • Factor 1 – Past Performance • Submit up to five (5) relevant projects • Make sure projects are of similar scope and size • Relevant projects will have a contract cost between $2,000 - $450,000. SEE SECTION 00100 PARAGRAPH 5.0 for COMPLETE DETAILS

TECHNICAL PROPOSAL - (CONT) • Factor 2 – Management Ability • Offeror must demonstrate in-depth knowledge of contract requirements • Evaluation focuses on offeror’s ability to manage and execute projects of similar size and scope within similar work environment. • Factors include project supervision, coordination of subcontractors, quality control, and ability to respond to unforeseen conditions SEE SECTION 00100 PARAGRAPH 5.0 for COMPLETE DETAILS

  19. TECHNICAL PROPOSAL - (CONT) • Factor 3 – Safety • Submit Experience Modification Rate (EMR) for three (3) years. • Submit OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate • Technical approach to Safety. SEE SECTION 00100 PARAGRAPH 5.0 for COMPLETE DETAILS

SEED PROJECT • Factor 4 – Seed Project SubFactor 4.A. – Narrative • Construction performance narrative demonstrating understanding of work to be completed • Provide documentation sprinkler contractor has technician that is at a minimum NICET Level III certified and certify installation is in compliance with NFPA. • SubFactor 4.A. – Schedule • WILL BE USED TO SATISFY GUARANTEED MINIMUM • Seed project awarded on a best value basis • One contractor will be awarded seed project or multiple contractors may receive seed project awards, depending on the proposals submitted for each seed project. SOURCE SELECTION PROCESS • Source Selection Board (SSB) will review proposals • Technical proposals evaluated first • Price proposals evaluated only after technical evaluation is complete and documented. • SSB recommendations forwarded to Source Selection Authority/Contracting Officer who make final decision

  22. SOURCE SELECTION PROCESS • Final decision is a best-value decision based on both technical and price proposals (i.e. not necessarily the lowest overall price) • Government may make an award without discussion • Proposals should be submitted initially on the most favorable terms

  23. BASIS FOR AWARD • Selection of multiple successful offerors (approximately 4) will be on the basis of the proposals, which conform to all the requirements of the solicitation and are considered most advantageous to the government, price and other factors considered. • Failure to submit a proposal for all items listed shall be cause for rejection of the proposal.

  24.
