  4. 40-SECOND PLAY CLOCK • Rules 2-35-1, 3-6-1, 3-6-2a, 7-2-1 Rationale: To have a more consistent time period between downs, the rules committee approved situations where 40 seconds will be placed on the play clock. The new rule defines when 40 seconds will be placed on the play clock and when 25 seconds will be placed on the play clock.

PLAY CLOCK RULE 7-2-1 ILLEGAL LEGAL In MechaniGram A, A1, who was downfield on the previous play, comes back inside the 9-yard marks prior to the umpire setting the ball with 35 seconds on the play clock and then immediately goes outside the marks after the ready-for-play. In MechaniGram B, A1 remains outside the 9-yard marks with 32 seconds on the play clock when the ball is placed by the umpire. The requirement remains in place that all players get inside the 9-yard marks after the ready-for-play and before the snap. www.nfhs.org

PLAY CLOCK RULE 7-2-1 LEGAL In MechaniGram A, the ball is placed by the umpire with 35 seconds on the play clock and A1, who was downfield on the previous play, then comes back inside the 9-yard marks. In MechaniGram B, A1 then goes outside the 9-yard marks with 32 seconds on the play clock. That is legal. A1 has met the requirement to be inside the 9-yard marks after the ready-for-play and before the snap. www.nfhs.org

  12. A 40-second play clock will be used: 1. At the end of a running play…at the end of the run, in bounds or out of bounds. 2. At the end of a pass play, complete or incomplete. 3. Team A is awarded a 1st down. 4. A double change of possession and Team A regains possession.

  13. The 25 Second clock will be used: 1. At the start of a period or overtime. 2. Following a score and prior to the PAT, or free kick. 3. Following a touchback. 4. Following a legal kick. 5. Following a penalty assessment and/or enforcement. 6. Following a change of possession & team B snaps. 7. Following a charged time out by either team, or media timeout. 8. Following an official’s timeout for a measurement. 9. Following an official’s timeout for: an injury, helmet coming off, legal equipment missing or being worn illegally, or other unusual need for an official’s timeout (inadvertent whistle, period extension).

  14. 40 Second Clock Considerations • There will be no visible play clock (not authorized by CIF) • The expectation is that in most cases the ball will marked ready for play with 8 – 10 seconds of the end of the previous play • Ball boys become very important • Umpires will control when the offense can snap the ball. • The umpire must move quickly to their pre-snap spot • Back Judges must be focused not only on dead ball action but also the dead ball signal • HL may use bean bag to place the down box • Back Judges and lower level Referees should consider upgrading or purchasing a Ready Ref • If the ball is not ready for play with more than 25 seconds left on the play clock the play clock can be reset to 25 seconds at the discretion of the Referee • The individual in charge of the play clock (BJ – Varsity, R- Non Varsity) should not be in a hurry to start the play clock. A 1 or 2 second delay after the ball is marked ready for play is acceptable. • It is acceptable to blow your whistle on 1st down start of the game clock

  15. REDEFINED REQUIREMENTS FOR A LEGAL SCRIMMAGE FORMATION [2-14-1, 7-2-5a] • Rationale: A legal scrimmage formation now requires at least five offensive players on their line of scrimmage with no more than four backs. This change will make it easier to identify legal and illegal offensive formations • Note: Flank officials will continue to use off signals

  18. HORSE-COLLAR TACKLE ADDITION [9-4-3k] • Rationale: Grabbing the name plate area of a jersey and pulling is as dangerous a move as pulling the inside collar or shoulder pad area. Higher levels have added this to their rules with great affect, and coaches on a high school level are sometimes frustrated such a call is not made at our level RULE 9 – SECTION 4 – ILLEGAL PERSONAL CONTACT • ART. 3 . . . No player or nonplayer shall: … • k. Grab the inside back or side collar, or the name plate area (directly below the back collar), of either the shoulder pads or the jersey of the runner and subsequently pull (backward or sideward) that opponent to the ground (Horse-collar), even if possession is lost. The horse-collar foul is enforced as a live-ball foul. …

  19. ILLEGAL HORSE-COLLAR TACKLE RULES 9-4-3k The name plate area (directly below the back collar) has been added to the criteria for an illegal horse-collar tackle. It is a foul to grab the inside back, name plate area or side collar of either the shoulder pads or the jersey of the runner and subsequently pull (backwards or sideward) that opponent to the ground, even if possession is lost.   20. Tripping rules 2-45, 9-4-3o (NEW),9-4-3o PENALTY (NEW) The foul for tripping has been expanded to include the runner. It is now illegal to trip any opponent. Tripping is the intentional use of the lower leg or foot to obstruct an opponent below the knee. The penalty is 15 yards. www.nfhs.org

Trip an opponent. • PENALTY: … Art. 3o – illegal tripping – (S38-46) – 15 yards; … • Rationale for Change: • In an effort to decrease risk, tripping the runner is now prohibited. It is now a foul to intentionally use the lower leg or foot to obstruct a runner below the knees.

  30. Interpretations • There has been a clarification of rule 7-5-12. In the past the rule has been interpreted to require an ineligible receiver to be engaged with a defensive player in order to proceed beyond the LOS. That is no longer true. Engaged or not, “Ineligible A players may not advance beyond the expanded neutral zone on a legal forward pass play before a legal forward pass that crosses the neutral zone is in flight.

  48. TAKE AWAYS • Motion – Motion is used to identify the defense (especially when defense is in Cover 2) or to overload • Flanks • Watch the eyes. CB eyes will tell you if it is zone or man. • Eyes on WR man coverage • Eyes on QB zone • Umpires • Focus on Line backers and watch for Strong safety. • Center will tell you where they think the MLB is for blocking.
