  1. Country Report from Japan Launched QZS-1 and Next Steps - Toward “Geo-Intelligence” Infra - The 7th PNT Advisory Board Meeting, October 14-15, 2010 Hiroshi Nishiguchi Japan GPS Council

  2. QZS-1 was launched on 11 September successfully.

  3. Radiation Cooled TWT TWSTFT Antenna C-band TTC Antenna Laser Reflector L1-SAIF Antenna L-band Helical Array Antenna I. System DescriptionSpace Segment - QZS-1 - 25.3m Satellite Configuration on Orbit 3

  4. I. System Description Planned Signals Frequency Notes L1-C/A 1575.42MHz • Complete compatibility and interoperability with existing and future modernized GPS signals • Differential correction data, integrity flag, and ionospheric correction • Almanac & Health for other GNSS SVs L1C L2C 1227.6MHz L5 1176.45MHz L1-SAIF* 1575.42MHz • Compatibility with GPS-SBAS LEX 1278.75MHz • Experimental Signal with higher data rate message (2Kbps) • Compatibility & interoperability with Galileo E6 signal * L1-SAIF: L1-Submeter-class Augmentation with Integrity Function 4

  5. IOV and Utilization Demo (1)~the end of 2010 : In-Orbit-Validation (2)~ Summer of 2011 : Utilization Demonstration 101 of companies will participate and 58 of demo programs will be implemented.

  6. Next Step for QZS-2 & -3 (1) Establishment of The Joint Project Team and WG To be decided Who should b in charge of managing and operation of QZSS services, and securing budget. (2) The project team is composed of the Parliament Officials in charge of main 9 Ministries For integrated coordination among Interagency

  7. Voice of People in Japan Do you know of the GPS ? - Yes : 95 % Do you understand of how GPS does work? - Yes, GPS shows my location on the map. Do you think the QZSS is necessary in Japan ?

  8. Magnitude of Economical Loss source:JIPDEC The economical loss is estimated based on the cause of GPS non-availability 12

  9. Concept of Industry source:JIPDEC Analysis is made by classifying the industry into 3 clusters of GPS utilization. (1) Products Cluster:Manufacturing the products to receive GPS date. (2) Basic service Cluster:Providing the Data (partially processed) mainly obtained via BtoB (3) Service Cluster:Providing services by utilizing the data mainly obtained via BtoC Service B to C ・Charged contents (Traffic Info etc : \ 20.6bil) ・Security & Safety Basic Service B to B Products Elements Platform service (ASP etc) ・Mobile contents 4200 x 14%=\ 58.8 bil ・Mobile advertisement 913 x 14%=\ 12.8 bil ・LBS =\ 10.3 bil ・Gross surveying industry =\ 350.0 bil ・Machine control =\ 10.0bil GPS module mounted Products (approx. \ 2trillion) ・GPS mobile phone : \ 1trillion ・Smart phone, PND, Car-navi : \600bil GPS tips、Modules、Devices (\ 25 bil) 13

  10. Service Cluster source:JIPDEC Classified by required precision and use frequency High Precision (<few meter) Group 2 Group1 Safety, SAR Body guard Cash delivery vehicle monitor Nursing & Medical care Machine control Marine port work Car navigation Prove Fleet management Environment, Weather monitor All time (24hour) Personal management Sometimes (a few / month) Maintenance service Constantly connected LBS Mobile service Tourism Group 4 Group 3 Low Precision ( <10 meter ) 【備考】 ①現金輸送車や要人警護では、数分ごとにその位置情報が管理されており、数メートル以内の誤差が求められている。 14
