  3. Planning: Did the observed program reflect prior planning and preparation? Program: Was it appropriate to the advancement and program objectives? Leadership: Was adult (and age-appropriate youth) leadership present? Tone: Did the Scouts enjoy and be engaged with the program activity? Attendance: Was attendance at the activity at or near number of enrolled you? Best Indicators to Consider

  5. Planning: Did the observed program reflect prior planning and preparation? • Cub Scout Programs are Extremely Well Planned, and can the current program can be compared to the plan book. Boy Scout Programs are more centered on planning by the boys of the troop, and have less of a prescribed formula

  6. Program: Was it appropriate to the advancement and program objectives? Advancement is always a good focus point. If there is no or little advancement, determine how to remedy this If the advancement numbers seem normal, watch to make sure advancement is actually progressing and advancement criteria are being met Determine if leadership is consistently focused on advancement.

  7. Leadership: Was adult (and age-appropriate youth) leadership present? Make certain enough leadership is present to allow two deep leadership to continue, even if one scout needs help in bathroom, etc. Suggestion: precheck unit records to know who is trained, who has Youth Protection within last 2 years.

  8. Tone: Did the Scouts enjoy and be engaged with the program activity? • While assessing Scouts enjoyment, remember to assess Den Chief, Parent satisfaction, etc. • Was the tone controlled or chaotic?

  9. Attendance: Was attendance at the activity at or near the number of enrolled? youth? Suggestion: Know the number of enrolled youth before visiting unit Ask why not if there is significantly fewer youth present than enrolled. Ask why if there is significantly more youth present than enrolled. Allow for Den Chiefs, siblings, visitors If siblings are present, is there an appropriate program for them?

  10. Additional questions to answer • Is the unit consistently attracting and enrolling new youth members? Does the unit have some tentative, long range plans for adult leadership? (Who is next in line for Cubmaster, etc.)

  11. Additional questions to answer • Is there a long range plan that the youth and parents are aware of? (such as Jamboree participation next summer, or goal of 20 Cubs at Summer Day camp)

  12. Are the unit finances healthy or is the unit having difficulties? Are the programs truly equal for all scouts in the unit? Is the COR (Certified Organization Representative) aware of the financial situation? Are plans in place for raising additional funds or contributing excess funds to FOS? Attendance at Unit Committee meetings opens more subjects for the Commissioner

  13. What is the relationship between this unit and units that feed members to it and are fed by it. (Cubs → Boy Scouts → Venturing) Are advacement reports transmitted on time? Is there a positive $ balance at Scout Store for yearly awards? Attendance at Unit Committee meetings opens more subjects
