School Test Coordinator Responsibilities Handbook C1.05-07 • Accurately count, distribute, collect, count and return all secure test materials • Identify and train all test administrators • Establish School-based (locally defined) testing policies • All eligible students are tested • Reporting irregularities • Test Administrator material return procedures & location • Scheduled Extended Time • Maintain student confidentiality

Proctor’s Responsibilities Handbook C1.09-11 • Assigned regardless of the number of students testing • Must be 18 years or older and not currently a student enrolled in the K-12 public school system • Cannot be assigned to proctor in a room where a relative or ward is to be tested • Cannot serve with a test administrator who is a close friend

Eligible Students EOG 1 Handbook L3.01 • All students in membership at grades 3-8 including students who have been retained • Short-term suspension (10 days or less) are required to be tested • Long-term suspension must be provided the opportunity to test • Results are official (in student’s records) • Not included in accountability data

Eligible Students • Exemption • Students participating in the NCEXTEND1 • Students participating in the NCEXTEND2 ELA/Reading, NCEXTEND2 Mathematics and/or NCEXTEND2 Science assessments • LEP students scoring below Level 4.0 Expanding on the W-APT and who enrolled on or after June 13, 2012 are exempt from participating in the ELA/Reading • Students deemed medically fragile because of a significant medical emergency and/or condition • A medical exemption must be approved by NCDPI

Estimated Testing Time EOG 3 • Estimated Administration Time • 3 hours (180 minutes) • 2-Three minute breaks • Maximum Testing Time: 4 hours (240 minutes) • Additional 3-minute break every 60 minutes for students working beyond estimated administration time • Does not include time for general instructions or breaks

  21. Test Security Procedures EOG 7 Handbook B1.01 • School personnel must NOT reproduce or disclose the contents of secure tests at any time • Secure test CANNOT be: • Copied, reproduced or paraphrased • Filed or used directly or indirectly during instructional activities

Test Security Procedures EOG 7 Handbook D1.01 • Secure test questions must NOT be used at any time during instruction or in resource materials (e.g,. study guides) • Materials with sample test questions must be shared with principal and STC before use • Teachers CANNOT provide instruction related to the content being tested on test day • Cannot use test items or test information as bases for additional review • Teachers CANNOT discuss specific items from the tests with students or colleagues

Access to Secure Test Materials EOG 8 • Must be limited to school personnel with legitimate need • School Test Coordinator and Principal • Test administrators Reading Aloud or Cueing the test have added level of confidentiality (NEW) • Imperative that Test Administrators serving in this role do not disclose any content of the test specifically or generally

Precoded Answer Sheets EOG 18 Handbook D1.07-08 • All student answer sheets must be precoded prior to testing • School Name, Teacher Name, Student’s Last Name, Student’s First Name, DOB, and ID Number • District will precode and ship answer sheets based on students’ current enrollment (NC Wise) • School Test Coordinator must hand code additional answer sheets for any newly enrolling students or small group sessions • Students must not code their own answer sheet

Using rosters for state testing See notes on this slide for how to pull rosters • Pull rosters from NCWISE or the portal by teacher to match the teacher headers used for answer sheets • Modify rosters as needed for additional information included on answer sheets • Student Date of Birth • Form Letter/ Form Number • Anticipated Grade and Achievement Level • Accommodations Provided

  32. Using rosters for state testing • Use the roster to identify which students will NOT participate in testing • Participating in alternate assessment (NCEXTEND1 or NCEXTEND2) • First Year in US Schools LEP exemption • Medical exemption

Using rosters for state testing • On test day, teachers use the roster to identify absent students and special codes for answer sheets • May also use rosters to note: • Students needing extended time (answer sheet in a separate location) • Double check that students are pulled out as necessary for accommodations (identify on roster before testing) • Double check that students not participating in testing are excluded

Using rosters for state testing • Use the roster to ensure all answer sheets are included behind the appropriate header • Ensure all answer sheets for pullout groups are returned to the appropriate header • Ensure all absent students are scheduled for make-up testing • Add up the running total number of answer sheets per subject area/grade level

Using rosters for state testing • Bring the roster to scanning to ensure all answer sheets are scanned • Compare the running total of answer sheets to the total from Winscan • Compare the total number of students on the roster to the total number of students on the scanning printout • If student results are missing, use the roster to identify the specific student • Rosters can also be used to correct errors on answer sheets

  36. Using rosters for state testing • Keep the roster until scores are received in case of questions • Use the roster to ensure that all students are tested during the testing window • Use the roster to ensure a score is received for all students

Prepare Students for Testing EOG 10-11 Handbook D1.01 • Purpose of assessment • Test-taking strategies • Help students become familiar with recording gridded response items (NEW) • Practice items • 2012-2013 Released forms • Prohibited items • Cell phones and all electronic devices • Misadministration policy • Should NOT bring blank paper, dictionaries, cameras, thumb drives, etc.

Accommodations EOG 14-16 • School Test Coordinator must have copies of all student plans with testing accommodations • STC must schedule testing sessions according to like accommodations • Test Administrator must receive training on accommodations prior to testing • A Review of Accommodations Used During Testing Form must be completed prior to test day • Documented accommodations completed before test day • Test Administrator: • Indicates if accommodation was provided • Describes how it was provided • Records if student used the accommodation • Explains how the accommodation was used • After Testing, file with student’s plan (IEP, 504, LEP)

Misalignment EOG 12-13 • Test Administrator and Proctor should monitor students for misalignment • Occurs when the item number being bubbled on the answer sheet does not match the item number of the question being answered in the test book • Inform student of misalignment • Determine where the misalignment occurred • Guide the student to recode responses so the coded bubbles are in alignment • Test Administrators are not permitted to tamper with student responses on the answer sheet

Irregularities/Misadministrations EOG 16-18 Handbook H1.01-03 • School Test Coordinator is responsible for maintaining active NCID and reporting ALL testing irregularities in OTISS • Test Administrator must receive training on local system for reporting testing irregularities • All irregularities must be reported in OTISS on the same day of occurrence • LEA TC will decide if the testing irregularity constitutes a misadministration • Additional information regarding re-administration will be included in the OTISS irregularity report • All misadministered materials must be brought in to your scheduled Materials Check-In at the Scoring Center

OTISS • When reporting a testing irregularity in OTISS, include the following information • STC name, email, phone number, test administrator’s name, description of the incident, date of occurrence, type of assessment, and school • Student ID number(s), grade level(s) and form letter/# MUST be entered via the Add a Student button • Retest Date-if believe student may need to be retested • Review official LEA decision in irregularity report

Test Security Sanctions EOG 104, Testing Code of Ethics • Employee Letter • If a misadministration is declared and is the fault of a school staff member • Principal must write a letter documenting the incident and impact on students • Give to employee, file in employee’s record at school, and submit to State And Federal Programs (who will track and deliver to Employee Relations) • File Civil action against person(s) responsible for the violation • Criminal prosecution • Suspend or revoke professional license • Dismissal

Know Local Procedures EOG 18 • What students are permitted to do after testing (e.g. read, draw) • Providing additional time to students needing more than the estimated time • Contacting School Test Coordinator during testing • Returning students to regular school schedule • Reporting testing irregularity

Distributing Test Materials Handbook D1.04 • EOG test forms differ in form letter and number (e.g. Form A1, Form A2, Form B1) • Answer sheets will be precoded with forms interleaved for equal distribution • Each student must receive a test booklet with the same form letter and color as their precoded answer sheet • Small Group Sessions • Some sessions may require the same form letter and number • Test administrator needs copy of same form letter and number if reading aloud or sign/cueing the test • Different from letter/number for each small group session

Prohibited Items in the Test Room EOG 10 Handbook B1.03-04 • All electronic devices, including cell phones • If student is caught with an electronic device during testing or a break: • Student must be dismissed • Incident entered into OTISS Report • Misadministration is declared by District Staff • Student will be re-administered the EOG on another form letter/number • Personal Belongings • Reference Materials • Food and Drink

Student Monitoring EOG 11 Handbook D1.03 • Test Administrator and Proctor must turn off their cell phones and all electronic devices prior to testing (NEW) • Cannot be visible during testing or breaks • Test Administrators MUST: • Walk frequently throughout the room • When seated, have an unobstructed view • Avoid distracting behaviors • NOT read test questions over students’ shoulders • NOT indicate answers in any way to students • NOT explain test directions, meanings of words, rephrase test questions, etc.

Testing Time EOG 4 Handbook L3.03 • All students must be permitted to: • Eat lunch during the school day • Travel home at their regularly scheduled time • Lunch procedures • 5 Minute Warning • Paper Clip test booklet • Silent Lunch • STC responsible for defining local school procedures to accommodate these requirements

Paper Clip Test Books (NEW) EOG 19 Handbook F1.02-03 • EOG Math • Consists of Calculator Inactive and Active section • Inactive is administered first • When students complete Inactive, test booklet instructs them to raise their hand • Test Administrator: • Paper clips inactive section of test booklet • Collects ALL used scratch paper and graph paper • Provides clean scratch paper and graph paper • Provides a calculator (with memory previously cleared) • Lunch • Before students leave for lunch
