  1. NPPD’s Ainsworth Wind Energy Facility & Current Wind RFP Wind Power 2008 Conference November 11, 2008 Dave Rich

  2. Nebraska Public Power District 2007 Overview (Annual) • Revenue - $781 Million • 18.8 billion kWh sold • 2,226 employees • 3,132 MW of generation, 5100 miles of transmission • Primarily a wholesale power supplier to municipalities, other public power districts and cooperatives • Average Retail – 6.21¢ • Average Firm Wholesale – 3.93¢ • Provides almost ½ the electricity consumed in Nebraska • Nebraska has consistently been among the 10 lowest cost states for electricity

  3. Fuel Mix for Electricity Percent by Resource National 2006 29% Non-CO2 Emitting NPPD 2007 34% Non-CO2 Emitting * Includes hydro purchases from the federal government

  4. Key Factors in Selecting the Ainsworth Site • Large site – can optimize wind turbine placement • Close to existing transmission that can support the wind facility with minimal added costs • Based on wind monitoring at more than 8 sites • Minimal disruption to existing land use

  5. Key Factors in Selecting the Ainsworth Site (Cont’d) • Positive support from local community and KBR Rural Public Power District • No significant environmental impacts • Bird monitoring • Beetle strategy

  6. American Burying Beetle

  7. Ainsworth Wind Energy Facility Participants • 60 MW Total (59.4) • NPPD – 32 MW • Jacksonville Electric Authority – 10 MW • Omaha Public Power District – 10 MW • Municipal Energy Agency of Nebraska – 7 MW • City of Grand Island – 1 MW

  8. Site and Facility • Facility Design: • 36 Vestas 1.65-megawatt turbines • 269 foot (82m) rotor diameter • Tubular steel towers - 230 feet (70m) • Total Cost: $81.3 Million • Employees: 6 Technicians

  14. NPPD’s Plan for Request For Proposals Wind-Powered Generation / Power Purchase Agreement • NPPD Board Strategic Goal • NPPD will evaluate all forms of renewable resources feasible in Nebraska and incorporate them in the total mix of NPPD-owned generation and contract purchases, with a goal of achieving 10% of our energy supply for NPPD’s native load from renewable resources by 2020.

  15. NPPD’s Plan for RFP Wind-Powered Generation / PPA • Target of adding 80 MW of wind-powered generation in 2010 • Assuming the extension of Federal Production Tax Credits, lowest cost option is PPA • November 2008 - Plan to issue RFP • Spring 2009 - Proposals due • Fall 2009 – PPA Complete

  16. NPPD’s Plan for RFP Wind-Powered Generation / PPA (Cont’d) • Numerous project developers have acquired land and transmission interconnection queue positions • RFP will identify two NPPD sites • Transmission studies manageable • NPPD can select either or both sites • Will allow proposals that utilize land that is under NPPD or private control at these two sites
