    1. Welcome To the Iowa County Recorders Association Welcome to the Iowa County Recorders Association. Our mission today is to try to explain to you what we as County Recorders do and how our organization works. So lets start off with the structure of the Association.     2. Iowa County Recorders Association We have 97 County Recorders and 2 County Auditor/Recorders. The Iowa County Recorders Association membership consist of all County Recorders, their Deputies and Clerks. Each County has one voting member. All Research & Education Dues need to be paid to vote at the Recorders Association Meetings.We have 97 County Recorders and 2 County Auditor/Recorders.     3. Iowa County Recorders Association All of you in attendance today registered on ISACs website. The Iowa State Association of Counties (ISAC) is a private, nonprofit corporation. The main purpose of ISAC is to secure and maintain cooperation among the counties and county officials. ISAC provides a number of services to counties, such as training, benefit programs, education, technical assistance and lobbying.All of you in attendance today registered on ISACs website. Iowa County Recorders Association 15 Affiliate Members Iowa State Assn of Assessors Iowa County Attorneys Iowa State Assn of County Auditors County Conservation Directors Assn Iowa County Engineers Iowa Environmental Health Specialists Iowa Counties Information Technology Org Iowa County Recorders Iowa State Sheriffs & Deputies Iowa State County Treasurers Iowa County Community Services Iowa Emergency Management Directors County Public Health Nurses Iowa State Assn of County Supervisors County Zoning Officials www.iowacounties.org/ ISAC is comprised of 15 statewide Association called affiliates. ISAC members are elected and appointed county officials from all 99 counties. Each affiliate has one member on the ISAC Board. County Supervisors have 3 members, because of the size of their Association. ISAC works collectively with the 15 affiliates. The Recorders Association member is Nancy Parrott from Jasper County. We are all a part of ISAC and can participate in their committees. A couple committees involving the Recorders Association are Costar and the old committee called CREW. You need to become familiar with ISAC website. This website is used to register for meetings sponsored by ISAC and other information relating to County Government. ISAC is comprised of 15 statewide Association called affiliates. ISAC members are elected and appointed county officials from all 99 counties. Each affiliate has one member on the ISAC Board. Iowa County Recorders Association Three major meetings a year: Spring ISAC Fall ISAC Summer School We, as the Executive Board try to listen to all 99 voices to develop policies and procedures that will work for all of us. So you ask me, how do you do that..we would say by getting everyone involved. We start with 3 major meetings a year. Spring ISAC in March, held in Des Moines. Fall ISAC in November, presently being held in Coralville and Summer School, which is usually held in August and hosted by one of the 6 Districts at various locations in Iowa. So you may still say, Im not going to feel involved, with 99 people in the room, or confident enough to get up and voice my opinion, being Im a new Recorder. Lets break this down and show you how you can become involved at the level you may feel the most comfortable. We, as the Executive Board try to listen to all 99 voices to develop policies and procedures that will work for all of us. Iowa County Recorders Association Each District has: President Vice President Secretary/Treasure 2 Legislative Members Their own District meetings District Presidents: Dist 1: Polly Glascock Dist 2: Cherri Caffrey Dist 3: Nancy Auen Dist 4: Janelle Schneider Dist 5: Cindy Gray Dist 6: Kathy Flynn Thurlow We have 6 Districts across the state. Each District consist of approximately 14 to 18 Counties. Each District has officers of President, Vice President, Secretary/Treasurer and 2 Legislative Members for each of the Affiliates. Each District affiliate holds their own District Meetings to discuss issues happening in their districts and across the state. These are very helpful meetings to discuss upcoming changes, office policies or procedures and legislation. Please find the District you Counties is located and the name of your District President. Attending your District meetings is a good way to meet your neighboring Recorders. We have 6 Districts across the state. Each District consist of approximately 14 to 18 Counties. Each District has officers of President, Vice President, Secretary/Treasurer and 2 Legislative Members for each of the Affiliates. Each District affiliate holds their own District Meetings to discuss issues happening in their districts and across the state. Iowa County Recorders Association Form small Committees to work as liaisons Committees consist of members from each of the 6 district Volunteering to serve on the committee that is of most interest to you Committee members serve a 2 year term and are eligible to serve additional terms The Association feels by forming smaller working committees, to work as liaisons in areas Recorders are associated, is the most beneficial. Most of our committees consist of a member from each of the 6 districts. By having representation from each of the Districts we feel all areas of the state are covered, from the larger populated areas to rural areas. We feel by having Recorders volunteering to serve on committees, we will have the best people in place to serve in areas of interest to them and the most helpful to us. So by attending your District meetings you will hear more information on the committees and what might be the most interesting to you. These members attend meetings with the specific group relating to the issues involved and make recommendations back to the Executive Board and the Association. First let me explain a little background on the ESS Committee. Iowa is the first state to develop a statewide portal that all 99 Counties can upload document. This statewide portal is called Iowa Land Records, and holds indexes and redacted images of various years from all 99 Counties. Presently all Counties have 2010 document images available for viewing, and Recorders are actively working to get all electronic images & indexes available for public viewing on Iowa Land Records, after going through a redaction process. Iowa County Recorders also have the capability of electronic submission of documents through Iowa Land Records. Presently 12% of all of the documents recorded across the state are done by e-submissions and this percentage keeps increasing. We also have a statewide credit card system through Iowa Land Recorders. The ESS Coordinating Committee consisting of 15 members. 8 of the members are Recorders, one from each of the 6th District, one from the 5 largest Counties and one from the Executive Board. The other 7 members are representatives from stakeholders and professionals who develop, originate or process official real estate documents. Presently we have a representative from ICIT (Iowa County Information Technology), Iowa Bar Association and from Iowa Land Title Association (ILTA) This committee meets the 2nd Wednesday of every month, either at the ISAC offices in Des Moines, Midamerica Enterprise offices in Johnston or by conference call.ELECTRONIC SERVICES SYSTEM COORDINATING COMMITTEE. Iowa County Recorders Association FINANCE SUBCOMMITTEE Marilyn Dopheide Polly Glascock Jolynn Goodchild Marie Krutzfield Sue Meyer Deb Peyton STANDARDS SUBCOMMITTEE Melissa Bird, Joan McCalmant Janelle Schneider Sue Vande Kamp Deb Winke MANAGEMENT SUBCOMMITTEE Joyce Jensen Liz Kenison Diane Swoboda Peterson Dwight Reiland Scott Williams (ICIT Representative) The ESS Coordinating Committee has establishes subcommittees: a Finance Subcommittee to oversee the financial operations of the system, The Standards Subcommittee to develop recommended standards and policies and a Management Subcommittee to oversee contract and personnel matters. Each of these committees consist of approximately 6 members. Iowa County Recorders Association Legislative Committee: 15 Members Sue Vande Kamp & Kathy Flynn Thurlow are co-chairs Nancy Parrott, Recorders ISAC Director 2 members elected from each of the 6 Districts. Our Legislative Committee consists of 15 members. These members consist of our 2 legislative co-chairs, Sue Vande Kamp (Story County) & Kathy Flynn Thurlow (Dubuque County), which represents both major political parties of Republicans & Democrats, our ISAC Director Nancy Parrott, and 2 members elected from each of our 6 Districts. From your District meetings, issues or ideas are brought to the Legislative meeting held at Summer School. The Committee votes on what to bring to the whole Association. As the Legislative year unfolds, its very important to watch for email from Sue & Kathy for updates on what is happening at the Capitol. We can all help by contacting our Legislators, before and during the legislative year. Our Legislative Committee consists of 15 members. These members consist of our 2 legislative co-chairs, Sue Vande Kamp (Story County) & Kathy Flynn Thurlow (Dubuque County), which represents both major political parties of Republicans & Democrats, our ISAC Director Nancy Parrott, and 2 members elected from each of our 6 Districts. From your District meetings, issues or ideas are brought to the Legislative meeting held at Summer School. The Committee votes on what to bring to the whole Association. As the Legislative year unfolds, its very important to watch for email from Sue & Kathy for updates on what is happening at the Capitol. Iowa County Recorders Association Statewide Action Team: Melissa Bird & Kris Colby are co-chairs members to this committee consist of the Executive Board, District Presidents 2 members from each of the 6 districts a few appointed members. Our Statewide Action Team members consist of the Executive Board, District Presidents, 2 members from each of the 6 districts and a few of the members who have expertise in this area. Melissa Bird (Keokuk County) & Kris Colby (Winnebago County) are the co-chairs. This committee was formed last year to help consolidate information and support within the Association and to educate the general public on the role of the County Recorder. Some of the things this committee has done is created the power-point program on the Important Role of the County Recorder and attended meetings to educate on the issue of combining or eliminating the Recorder. This committee also is ready to help fellow Recorders with ideas for articles they may need to write for their local papers. Our Statewide Action Team members consist of the Executive Board, District Presidents, 2 members from each of the 6 districts and a few of the members who have expertise in this area. Iowa County Recorders Association Recorders Certification Program Committee will consist of: Executive Board One member from each of the 6 Districts Continuing Education program in association with Iowa State Extension. Combination of Core & Elective Courses to achieve Certified Recorder or Certified Deputy Recorder Our newest committee that we are forming will work on the Recorders Certification Program. This is a new program being introduced to the Association. We are developing a volunteer program for continuing education for Recorders and Deputy Recorders. With a combination of Core & Elective Courses a member of the Association can become a Certified Recorder or Certified Deputy Recorder. We are working with Iowa State Extension to develop a program similar to the Auditor & Treasurer Affiliates. This committee will consist of the Executive Board and one member from each of the 6 Districts. Our newest committee that we are forming will work on the Recorders Certification Program. Iowa County Recorders Association Vital Records County Access Work Group Committee consist of 10 Recorders and 4 member from Department of Health Working on an on-line birth record process Marilyn Dopheide Linda Fahn Julie Haggerty Lynn Herrington Diane Swoboda Peterson John Sciortino Trish Umthun Sue Vande Kamp Deb Winke 3 Department of Health Staff Vital Records County Access Work Group. This committee consist of approximately 10 Recorders and 3 members of the Department of Health staff to work on an on-line birth record process and other issues involving the Association and the Department of Health.     15. Iowa County Recorders Association DNR Policy Committee Consist of one member from each of the 6 districts. Committee meets approximately 4 to 6 times a year with the Department of Natural Resources This committee works together with DNR on issues that involve policies, procedures and issues between DNR and the Association. This committee works together with DNR on issues that involve policies, procedures and issues between DNR and the Association. This committee meets approximately 4 times a year. We also have other various smaller working committees such as a Manual Committee, Nominating Committee, Auditing Committee and I could go on.. DNR Policy Committee.     16. Iowa County Recorders Association National Committees: PRIA PREP IACREOT Updates from committee members are given at our meetings. Joan McCalmant Linn County Recorder PRIA Board Member IACREOT President Diane Swoboda Peterson Woodbury County Real Estate/Recorder Deputy PRIA Board Member Our Association also encourages membership in a few national committees, such as PRIA (Property Recorders Industry Association) PREP (Property Records Education Partners) and IACREOT (International Association of Clerks, Recorders Election Officials & Treasurers. The Iowa County Recorders are leaders in these Organizations. We have adopted and implemented standards including indexing standards and recording standards. The Iowa Land Records system is based on national standards developed by the Property Records Industry Association. We encourage each of you to become members. You will learn more about these committees as you become familiar with the Association Our Association also encourages membership in a few national committees, such as PRIA (Property Recorders Industry Association) PREP (Property Records Education Partners) and IACREOT (International Association of Clerks, Recorders Election Officials & Treasurers. The Iowa County Recorders are leaders in these Organizations. We have adopted and implemented standards including indexing standards and recording standards. The Iowa Land Records system is based on national standards developed by the Property Records Industry Association. We encourage each of you to become members. We try to have the members serving on this board politically mixed between the major parties of Republicans and Democrats. The Executive Board has the duties of operating the Association. So far we have talked about the break down of how 99 Counties across the state work together and I have referred to the Executive Board several times, so let me explain.     18. Iowa County Recorders Association Outside of the committees I have already named, user meetings are held involving our software vendors. As you can see there are several ways to become involved. So it is very important to take part in the meetings offered. Attending meetings keeps you informed and more productive. If you cant make the meetings, you may want to send someone from your office, especially to District Meetings and User Meetings.     19. Iowa County Recorders Association And that is why I say, all 99 Counties have a voice, especially if you take part in how the Association works. All of these committees inform the Executive Board and the Association so educated decisions are being made. It takes all of us working together as a team to make our Association great. So once again, please read your emails, attend meetings, work with your mentor and please cross train in your offices. WE CAN DO IT!
