Determination of Number of Samples April 13,2006 SBOE Meeting William Kalsbeek, PhD • Professor @ UNC-CH and Fellow of American Statistical Assn. • Developed Random Selection Program for Samples • Samples provided by SBOE include ALL ACTIVE: • Precincts • One Stop Sites • Mail-in Absentee * Remove all INACTIVE Precincts or unused One Stop Sites are set as INACTIVE in SEIMS…

  6. Sample Audit Template to be Used to Report • County: • Date/Time of Recount: • Precinct:Type(Precinct, One-stop site, Absentee by mail): • Machine Type: • Election Day Voter Registration (precinct/polling place) • Contest (List candidate names below): • Machine count (Election Day) • Hand-to-Eye countDifference • Detailed Explanation of Difference (if any): • Type of Error (Human or Machine): • # of persons used in the count: • Time it took to complete: • Cost (per site):

  7. Attempts Should be Made to Correct or Explain Differences if at all Possible • Perform and conclude audit prior to county canvass • Do not adjust counts without a factual basis • If there are differences, figure out why • If the sample audit count is the more “correct” figure, use it for your Canvass totals • Sample audit counts are open to the public • Do not hesitate to contact SBE if issues arise

  8. Sample Audit Results • Sent to Dr. Kalsbeek • He reviews to determine the certainty of the outcome based upon the differences (or lack of) of the machine count versus hand count. • He reviews to determine the sample numbers needed for the next election • He issues a report on the audit. That report is public record and can be sent to you, if you desire. • Validates Election Results

  9. Audits are Valuable! • Gives increased creditability to our voting systems totals • Gives assurances of validity of the vote totals to candidates that might have to make decisions • Recount Requests • Filing Protests • Voter History Reports used by many groups • Assures we are “double-checking” our Election Results. • Reassures Voter / Candidate Confidence
