    15. Why Use Asbestos? Asbestos is a group of minerals (chrysotile, amosite, crocidolite, actinolite, and anthophyllite). Resistant to heat, corrosion, and chemicals. Used in over 3,500 products. Asbestos is highly suitable for noncombustible, non-conducting and chemically resistant materials.

    17. Why Regulate Asbestos? ASBESTOS IS HARMFUL! Diseases associated with asbestos exposure: Asbestosis. Bronchial Carcinoma (Lung Cancer). Mesothelioma. Gastrointestinal Cancer. Cancer of the Larynx.

    19. Who Is Exposed? YOU ARE! Airborne (friable) Asbestos is a health threat to all people. Contractor - 1.3 million employees in construction-related fields, plumber, electrician, heating and ventilation worker, carpenter, builder, maintenance worker, janitor, etc.

    22. Asbestos Regulations OSHA: 29 CFR 1926.1101 (Part 602). OSHA: 29 CFR 1910.1001 (Part 305). EPA: 40 CFR PART 763 (AHERA). EPA: 40 CFR PART 763 (MAP). EPA: 40 CFR PART 61 (NESHAP).

    25. Types of Investigations Complaints from employees, parents, public, etc. Referrals from other agencies such as OSHA, Safety, DNRE, EPA, city building inspectors, exempt trade groups. Programmed investigations – planned/scheduled investigations.

Top 5 Violations Inadequate work practices and/or engineering controls involving asbestos [1926.1101(g)] Inadequate training and/or communication of asbestos hazard to employees or employers [1926.1101(k)] Inadequate PPE for employees working with asbestos [1926.1101(i)] Did not conduct initial employee asbestos exposure assessments [1926.1101(f)] Asbestos Housekeeping – inadequate clean up after an abatement project [1926.1101(l)]

    29. Asbestos in the Workplace

    30. Building or Facility Owner/ General Contractor Responsibilities Determine presence, location, and quantity of ACM/PACM. Inform employers, employees, and others who may be impacted. Permit only accredited individuals to perform asbestos work activities. Submit “Notification of Intent to Renovate/ Demolish” to Asbestos Program when project involves 10 linear feet or 15 sq. ft.

    32. Protect yourself and others An asbestos warning sign must be located at the entry to an asbestos abatement project DO NOT ENTER AN ASBESTOS PROJECT AREA Accreditation card

    33. Protect yourself and others Get proper training. Evacuate area if inadvertent asbestos disturbance activity occurs. Avoid disturbing materials. Have employee alert supervisors. Obtain survey.

    34. Survey performed when? NESHAP: …prior to the commencement of the demolition or renovation. AHERA: …shall be inspected prior to its use as a school building. OSHA: Construction Standard - …before work is begun. OSHA: General Industry Standard - …NOW (rule took effect on 3/15/95).

    35. Survey Required for all construction and renovation work areas: Must be done by a MI-accredited building inspector or CIH Complete written survey Report must contain presence, location, and quantity of ACM

    36. What to look for? All buildings built prior to 1981 need: Asbestos Building Survey if ACM present Asbestos Awareness Training for custodial and/or maintenance staff Survey is a must

    37. No survey? Is PACM being disturbed? Stop or continue? Take samples? Have someone else take sample?

    44. Contractors – Trainers – Accredited Individuals Photos – please be reminded that photos submitted: Clean shaven (no beards, goatees, chin hair, too long of mustache) No hats or head coverings No dark glasses No piercings that will interfere with the respirator

    45. Training Training Provider Surveys Send class lists as soon as class is finished rather than waiting 10 days. Training Certificates sent directly to state Expiration Dates Initial class 05-15-2010 to 05-19-2010, expiration date 05-19-2011. Refresher class 05-15-2010, expiration date 05-15-2011.

    46. Training Information submitted for class notification must contain: Name of course being taught Location (if different from company address) Date(s) Time (starting and ending) Name of instructor(s)

    47. Training Information submitted for class list must contain: Class Information: Name of course taught Date(s) Student Information: Name Address Social Security Number Initial course must contain full social security number Refresher course must contain at least last for digits of SSN

    48. Contractor Licensing Certification of Liability Insurance Issue date must be within the last 30 days. Workman’s compensation insurance > 30 days before expires. Certificate holder must be: State of Michigan – Asbestos Program P.O. Box 30671 Lansing, MI 48909

    50. Accreditation Walk-Ins: An individual applying for accreditation for the first time WILL NOT be issued a card same day. An individual renewing their accreditation, may receive their card the same day.

    51. Future of the Asbestos Program Is the Asbestos Issue going away? Many buildings built before 1981. Asbestos in brakes. Products containing asbestos still coming in. WEB page. FAX notification. Electronic systems (i.e., credit cards). Accreditation cards.
