(Historical Context) • 2. In the contemporary era of diversity and multiculturalism how can Public Administration/Public Service Delivery be devoid of race issues? • 3. Where does the focus of social equity fit in a discussion of race and Public Administration/Public Service Delivery? • 4. Is it difficult to have a classroom discussion focusing on tace and Public Administration/Public Service delivery? Why?

  3. RACIAL ERAS IN THE US DISCUSS PUBLIC ADMINISTRATION/PUBLIC SERVICE DELIVERY IN EACH ERA • Segregation • Integration • Affirmative Action • Diversity and Multiculturalism

WHY STUDY RACE/DIVERSITY IN PUBLIC ADMINISTRATION? • Race remains a critical component in U.S. society. • Constitutionally race is considered a suspect category and as such public administrators ought to be exposed to issues of race in a PA curriculum. • U.S society is becoming increasing diverse. • PA enrollment is becoming increasingly multicultural. • Topic of race and its relationship to public administration and policy are imperative in the age of globalization. • Yet, the topic of race is largely uncovered in PA programs (on these points see Susan W. Perry, 2005) QUESTION: If Race and diversity are NOT discussed in PA is the discipline relevant to a diverse-multicultural cadre of contemporary students?

  5. WHY TEACHING ABOUT RACE AND DIVERSITY IS SO DIFFICULT? • Anxiety-generating • Makes us (both professor and students) uncomfortable • Professors may Loose control of classroom • Afraid of being labeled a racist • Different Life Experiences • No ground rules for class discussion

RACE, POLICY/ PUBLIC ADMINISTRATION AND PUBLIC SERVICE DELIVERY • Race and Emergency Management---Katrina • Race and Criminal Justice • Racial Profiling • Race and Housing • Race and Health • Race and Unemployment • Race and Social Services GIVEN THESE REALITIES, HOW CAN A DISCUSSION ON RACE BE AVOIDED in the PA CLASSROOM?

  7. INTERACTING WITH DIVERSE POPULATIONS IS IMPORTANT FOR GRADUATES OF PA PROGRAMS

TEACHING DIVERSITY IN HIGHER EDUCATION (CLASSROOM DIVERSITY IN PA) 1) There is a recognition that the quality of education does depend on the diversity of an institution’s student body. • If you have classmates who are all very much alike, you will not learn nearly as much as you will if you have classmates who are very different. • (What do you think about this statement?)

  9. TEACHING DIVERSITY IN HIGHER EDUCATION (CLASSROOM DIVERSITY IN PA) 2. In class diversity experiences contribute a great deal to the development of a student’s professional skills: • The ability to work effectively and get along well with people of different races and cultures and • The ability to have good rapport with people holding different beliefs.
