  2. Overview Status: On July 31, 2018, the President signed the Strengthening Career and Technical Education for the 21st Century Act into law. Purpose: Perkins is dedicated to increasing learner access to high-quality Career Technical Education (CTE) programs of study. With a focus on: • systems alignment and program improvement • improving the academic and technical achievement of CTE students • strengthening the connections between secondary and postsecondary education • improving accountability

  3. Texas Perkins Grant Total Amount of Perkins grant in 2018-2019: $105,261,269. • Secondary: 70% • Postsecondary: 30% Funding Formula • Allocations are based on Census Bureau population and poverty counts of individuals age 5-17.

Programs of study • Public school Career and Technology Education (CTE) programs that are misaligned to labor market demand create multiple problems for Texas students: • Students take secondary and post-secondary coursework that lead to low-paying and/or limited job opportunities. • Students accrue a high amount of student loan debt while in pursuit of low-paying and/or low-demand careers.

  5. Programs of study • To address these issues, the College, Career, and Military Preparation (CCMP) Division has defined a list of state and regional programs of study that local education agencies (LEAs) can offer in their CTE programs based on the current job market demands.

  7. Programs of Study Templates Districts will be provided with over 50 Statewide Programs of Study with flexible course sequences. Templates will include occupations and labor market information connected with each Program of Study.

Programs of study • A program of study is defined as a comprehensive, structured approach for delivering academic and career and technical education to prepare a student for postsecondary education and career success. • LEAs will be able to apply for approval of additional regional programs of study based on unique regional job market demands. • Effective in the 2019-2020 school year, for an LEA to be eligible to receive Carl D. Perkins funding, they must offer at least one program of study.

  9. Programs of study • To administer the federal Carl D. Perkins Career and Technical Education (CTE) program, it is necessary to collect additional CTE data. • TX-ProgramsOfStudy sub-complex type is added to the LocalEducationAgencyExtension complex type; reported in the PEIMS Fall Submission. • PROGRAM-OF-STUDY (E1643) and associated code table, PROGRAM-OF-STUDY-CODE (C220)

  10. Programs of study • If an LEA offers a CTE program of study, then the LEA must report the sub-complex type TX-ProgramsOfStudy and PROGRAM-OF-STUDY (E1643). • PROGRAM-OF-STUDY can be reported more than once and the LEA should report each PROGRAM-OF-STUDY it offers.

  11. PROGRAM-OF-STUDY Required in PEIMS Fall submission 2019-2020: • 10010 Local Education Agency Complex Type – Districts who offer one or more approved state or regional program of study.

  12. PROGRAM-OF-STUDY-CODE (C220) Districts select statewide programs of study offered by reviewing course sequences. 2019-2020 Transition Year 2020-2021 Implementation Year

Programs of study • Collection of this data will assist the CCMP Division in: • Knowing which programs of study are offered by each LEA • Aligning the programs of study an LEA can offer based on current job market demands • Correlating LEA programs of study information to student participation using course completion data • Comparing the pipeline of students completing programs of study against the current job market • Computing and distributing the Perkins funding based on programs of study provided by an LEA
