RAF9038 Final Coordination Meeting Status of progress with implementing the national self-assessment of the regulatory infrastructure for safety: • Status of the first life cycle • Response completed (Duration of response phase : one year / Date of completion : June 2011) • Analysis completed (Duration of analysis phase : one year / Date of completion : 2012) • Action plan completed (It established on March 2013 and it is implementation is undergoing) • Scope of Self-Assessment: • Core Questions : legislation and governmental responsibility, organisation and activities of the RBs, management system for the RB.

RAF9038 Final Coordination Meeting Challenges: • Management commitment: • Organizational aspects need to be improvement • Training / understanding : • The English language don’t allow to involve all staff; • Personnel : • Staff motivation needed • Time : • Self assessment requires more time • Technical (software, question-sets, etc.) : • Acquisition of server

RAF9038 Final Coordination Meeting Challenges: • External (i.e. cooperation from other organizations, etc.) : • Peer review mission undertaken in Morocco for transport of radioactive sources under RAF 9046 • Meetings at national level for establishment of national training strategy on radiation safety • Framework cooperation agreement draft on radiation protection has been developed between IRSN, France and CNRP, Morocco and it is under approval • Meetings for establishment the role of each authorities in case of radiological incident or accident • Performing exercises on emergency response to identify good practices as well areas needing improvements

RAF9038 Final Coordination Meeting Improvements to regulatory infrastructure: • Implementation of improvements to the regulatory framework – progress • Reviewed the New draft Nuclear law that it was also submitted to the public accordance with the new constitution and it was adopted by the Government Council last June. • Changes made in activities / organisation / functioning of the Regulatory Body • Written procedures are in continuous progress • Some administrative practices are implemented

RAF9038 Final Coordination Meeting Improvements to regulatory infrastructure: • Results of actions implemented to date • Strengthening of security (Physical protection) of all radioactive sources of category 1 • Reviewed the application forms • The inspection program has been performed and their effectiveness is in progress. • Improvements planned • To review guide (Codes of Practice) on Radiation protection for medical practices • To establish the Diagnostic reference levels (DRLs) for medical examination purpose • To draft the documents (Codes of Practice) on assessment of occupational exposure for individual monitoring due to external radiation • To review administrative prescriptions : security of radioactive sources of category 1, 2 • To improve inspection programme taking into account the potential magnitude and nature of the radiation hazard associated with particular facilities or activities.

RAF9038 Final Coordination Meeting Conclusion: Self assessment of the national regulatory infrastructure for safety provides an opportunity for CNRP to reinforce in continuous improvement the existing regulatory infrastructure especially for regulatory activities by developing administrative practices taking into account the main provision of the IAEA in order to ensure the radiation protection of the public, workers, patients and the environment and it provides also an opportunity to enhance the skills and knowledge of staff on the IAEA standards and the national regulatory infrastructure for safety. So, the continuous IAEA assistance for this purpose will allow us to ensure the sustainability of self assessment for continuous improvement of regulatory infrastructure.
