Trucking Industry Overview New Orleans 5-Parish Area Orleans, Jefferson, Plaquemines, St. Bernard and St. Tammany • Over 9 million tons were moved by truck from New Orleans • 17% of Average Annual Daily Truck Traffic (AADTT) and 16% of total shipments were intra-state • 75 companies and 12 brokers within Orleans parish • 66% of truck traffic is caused by light duty and delivery trucks within Orleans parish • 9% of all large trucks carry hazardous materials • 58 million in truck registration fees, fine and penalties--- Taxes paid by trucking sector (Fuel, violations) • Intermodal ports, Elmwood, Labarre, NORBP and Earhart /Tulane Business parks generate majority of truck moves • Anecdotal sense of where trucks are going and the effect on a city area. Vision and Goals Vision To provide a picture of the trucking freight movements within the New Orleans metropolitan area and inform our understanding of the flow of freight within the 5-parish New Orleans Region. • Goals • To determine the freight flows by truck through the New Orleans 5-parish area • To illustrate the inbound and outbound truck flows from the Business Parks and Industrial Districts • To illustrate inbound and outbound truck moves to Intermodal yards (port moves and rail drays) New Orleans Intra-City Truck Freight Study 2005

Strategy • Goal • To determine the freight flows by truck through the New Orleans 5-parish area • Objectives • Focus on the major truck trip generators in the region. • Identify the businesses in the Business Parks and Industrial Districts (Elmwood, Labarre, New Orleans Regional Business and Industrial Park, Earhart/Tulane, Harvey Canal Industrial Park and other identifiable business/industry clusters). • Goal • To illustrate the inbound and outbound truck flows from the Business Parks and • Industrial Districts • Objectives • Locate and map the Business Parks, Industrial Districts and Freight Villages • Quantify the delivery patterns through the use of a comprehensive online survey. • Map flow of freight to and from locations by zip code clusters. Strategy (Cont’d) • Goal • To illustrate inbound and outbound truck moves to Intermodal yards(port moves and rail drays) • Objectives • Map truck freight flows for the Intermodal yards (Port of New Orleans, CSX, UP, NS, BNSF, CN and KCS). • Quantify drayage trips from terminal to terminal. Previous Data Collection Current traffic demand modeling: • Limited traffic counts around region • Truck traffic as percentage of overall traffic • Supplemental traffic data through travel diaries • 2000 survey of 20 trucking firms (approx. 100 questionnaires) self identified worst problems • Verify/Update Truck Route Maps using local ordinances and designated state routes New Orleans Intra-City Truck Freight Study 2005

Challenges • Identifying the businesses • Purchase of SIC code business data base (other uses too) • Used interested, unpaid graduate students to call local businesses (Univ. of New Orleans – MURP students) • Introduce project and gather accurate contact information • Ensuring Participation • Post Card snail mail reminders to fill out survey on-line • On-line survey reminders weekly • Offer of free regional truck map • Made presentations to local business park associations • Offer of copy of New Orleans Trucking Study report when completed New Orleans Intra-City Truck Freight Study 2005

Challenges • Locating and researching an on-line survey tool • Survey Monkey - $19 per month • Designing good survey – understandable/reasonable length • Compiling and assembling contact information of local business making or receiving trucked deliveries • Establishing a relationship with truck/motor carriers • Establishing Cluster Zip Code Zones • Establish Zone to Zone matrix –drivers self identify most-used truck routes (personal knowledge/time consuming) • Determining types of trucks making deliveries • Compilation and analysis of survey data and other info New Orleans Intra-City Truck Freight Study 2005
