The main cause of this situation is lack of the clear common policy, supported (or not resisted) by all involved stakeholdersLack of the policy
The large number of existing programs of the government, non-governmental and international organizations are not coordinated among themselves, and are aimed at different goals.

There is no traditions and institutions for the dialogue between the government and civil society in the post-soviet countries.
It is impossible to change the situation without this kind of dialogue,
