Problems in the new nation • There was no president • The congress had very little power • The congress did little to protect the citizens • Spain closed the lower part of the Mississippi river • Britain closed many ports to Americans • Britain forced Americans merchants to pay high duties • Farmers could not export their goods

  3. Shay’s Rebellion • September 1786 • Massachusetts counties began to rebel • Farmers closed down courts in the western part of the states so they could not take anymore property

  4. Constitutional Convention • February 1787 congress invited each state to send delegates to Philadelphia • They had planned to discuss ways to improve the Articles • The delegates met May 1787the Philadelphia State house • 55 delegates for 12 states(Rhode Island)

  5. Virginia Plan • Four days into the meeting Edmond Randolph presented the Virginia Plan • Prosed a new federal constitution that gives supreme power to central government • Government would be divided into 3 branches

  6. Legislature • Legislature: divided into two houses, representative would be chosen on the population of the state ; larger states have more votes ; the smaller states did not approve

  7. New Jersey Plan • Two weeks later William Paterson introduced the New Jersey Plan • One house legislature • Each state having one vote • Gave power to congress to tax citizens in all circumstances • Large states were against this

  8. The Great Compromise • One month later the delegate came to a compromise • Every state, whatever size, would have an equal vote in the upper house • Votes would depend on the states populations in the lower house • The Great Compromise was pasted

  9. Three-Fifths Compromise • The Three-Fifths Compromise settled the population representation of the slaves • The north only wanted the slaves population to determine taxes not representation of the state • In the end they settled with having the slaves only count for 3/5’s of a person

  10. Demanding the Bill of Rights • Federalist felt like the Bill of Right was not needed • Anti-federalist would not approve the Constitution without the Bill of Rights • Eventually all 13 states vote to pass the Constitution
