Quality Impact inspections target mines with a history of violations and hazardous conditions post-UBB mine disaster. Criteria include orders, citations, accidents, compliance history, and elevated enforcement. Screening criteria examine operator tactics, plan compliance, accidents, and enforcement history. MSHA District 7 conducted 27 impact inspections from Oct 2010 to Sep 2011. Continued impact inspections aim to improve safety through surprise visits and monitoring during off-hours. QUALITY IMPACT INSPECTIONS AND ELEVATED ENFORCEMENT
Quality Impact? Quality Impact inspections began in April 2010 after the UBB mine disaster. The initiative targets mines whose history of underground conditions indicate a significant number of violations and or conditions that may include problems relating to methane accumulations, ventilation practices, rock dust applications and inadequate mine exams.

CONTINUED IMPACT INSPECTIONS MSHA has conducted and will continue to conduct Impact Inspections. MSHA may show up during “off hours” such as evenings and weekends. MSHA will monitor the phones to prevent advanced notice of inspector’s presence. MSHA will take sufficient personnel to cover key parts of the mine.
