  2. Funding for ILCs Increase Funding for ILCs California Legislature Budget Bill U.S. Congress Reauthorization of the Rehabilitation Act

  3. California Legislature • Funding Formula that Raises All Boats • Makes Whole 3 ILCs without AB 204 Funding • Promotes Home & Community Based Living Services • Transition Coordination as new California Core Service • We found that it was not sellable in 2014, but we found friends along the way…

  4. Rehab Act CFILC Made Significant Impact Move to Administration on Community Living NO Formula Change

  5. 2015 Policy Focus California Legislature—Increase funding for ILCs Propose a bill to enhance funding for ILCs through a new Core Service: Transition Coordination Propose a bill to enhance funding for ILCs, AAAs & ADRCs through the establishment of a California Department of Community Living

  6. Transition Coordination • In alignment with Rehabilitation Act changes • Simple and Targeted just to ILCs • In alignment with MFP & CCI Goals • Bill may be seen as new funding and not supported • ILCs may be seen as not doing enough Transition Coordination to warrant additional funding

  7. California Department of Community Living • In alignment with Rehabilitation Act changes and Federal Administration of Community Living • BIG VISION BILL—multiple stakeholders • Bill may be seen as new funding, too BIG, been tried before • Opportunity for ILCs to lead in new direction, to seek funding for more than just ILCs • May not be supported by DOR, CDA, DHCS etc • Unknown implications for flow of funding • What would a CDCL include?
