  2. As the pressure on local networks and parking space intensifies, it is ever more important that users obey the rules of the road …

  3. … so what is Government role in making sure this happens?

  4. Government sets the framework which empowers authorities. But enforcement issues are local issues. Local authorities are best placed to decide what is appropriate on local roads.

  5. We need everyone to have the right incentives – drivers, local authorities, professionals.

  6. A focus on the behaviours that cause the most disruption to other road users.

  7. A fair and independent appeals system.

  8. The rules must be applied correctly in a way that meets the high standards expected by the public.

  9. Key Milestones • TMA Parking Regulations in force March 2008 • TMA Street Works Notices and Fixed Penalties Regulation in force April 2008 • Moving traffic contraventions - consultation launch this year

  12. … to enable and encourage local communities, and their representatives, to hold local authorities and parking professionals to high standards…

  14. … and to help all of us win the argument for parking control and enforcement.

  15. What would success look like?

  16. Enforcement action directed towards the most disruptive and selfish behaviours • Better traffic flows, and road / parking space more reliably available to those who need it most • Enforcement revenues steady or declining as more drivers understand and obey rules • Increasing public understanding and acceptance of the positive value of parking enforcement
