  2. Did You Know? • Kids often complain that things aren’t fair. The leaders who wrote the Constitution wanted the government to be fair to everyone. They wanted the Congress to write fair laws and to treat people fairly.

  4. Did You Know? • Our leaders didn’t want that to happen. When they wrote the Constitution, they wanted to be sure the government that makes our laws has to follow the laws.
