REGIONALTECHNOLOGY PLAN (1997-2000) Castilla y León was one the eight European regions involved in the RTP pilot project of the European Commission RTP Milestone in the reality of the Regional Innovation System in Castilla y León. Strategy for optimising the R+D+i actions. Key role of SMEs in the Plan. Substantial improvement of the Technology Centres System.

  3. REGIONAL TECHNOLOGY PLAN RESULT RTP: short, medium, and long term Action Plan, to create a coherent and structured environment for innovation support. THE DEFINITION PROCESS CHARACTERISTICS #Promoted by the regional government and the setting up of the RDA. #“Bottom-up” definition this generates wide social consensus. #Mentality change about innovation. VALORATION WAS HIGHLY SATISFACTORY

REGIONAL TECHNOLOGY PLAN Strengths • A Visual Process, which generated a social climate being favourable to innovation. • Important mobilising stress with active participation of 800 organisations. • Qualitative change in the approach of “making” innovation policy. • Ambitious expectations but credible goals.

  5. REGIONAL TECHNOLOGY PLAN The regional economic context High increasing rates in GAV non-agrarian, over 4% annual. Favourable business dynamic: - Foreign investment (170 Meuro in 1997 up to 200 Meuro in 1998). - From 1997 to 1999, a number of 12.056 new business has been created (11.023 net).

  6. Gross expenditure on R+D (GERD) The R+D investment has been increased at an annual average rate of 8.7% between 1991 and 1999. Third Spanish Objective 1 region in GERD, just behind Valencia and Andalucía. • The RTP initial effort on R&D investment has been sustained during the last three years • - GERD/GDP (1999): 0.62% • - GERD/GAV non-agrarian (1999): 0.75% • - Gross expenditure on R+D+I/GAV non-agrarian (1998): 1.6%

  7. R+D investment distributed by sectors Between 1997 and 1999 Administration and University investments have been increasing at an annual accumulative rate of 11.7% and of 8.8% respectively. In the same period, entrepreneurial investment increased by 28.2%. As a consequence of this, in 1999, it accounted for 38% of the total GERD, in comparison with the average of 31% in the previous three years (1996-1999).

  9. INFRASTRUCTURE PROGRAMME Line 2. Support to full integration of infrastructure in the innovation system OBJECTIVE To involve the various organisations in the technical innovation policy RESULTS Support to Parque Tecnológico de Castilla y León Outstanding increase. From 1997 to 2000 - Nº of industries got up from 43 to 77 - Employment: from 843 to 3.000 people - Turnover: from 39 Meuros to 170 Meuros. 200,0 150,0 M EURO 100,0 Clear reference model in terms of innovation inside and outside the region. 50,0 0,0 1997 1998 1999 Investment Revenue Number of firms and employment increased, above all, in ICT sector (after location of Telefónica I+D and Airtel).

INFRASTRUCTURES PROGRAMME Line 1: Support to Technology Centres Development OBJECTIVE Definition of a model to organise the technological offer (quality, specialisation, entrepreneural presence, self-financing). Adequate number of centres with bigger capacity and better defined strategies. RESULTS Concentration of efforts and subsidies Natural selection processes took place due to: Setting up of the INTENEC Consortium

THE TECHNOLOGY CENTRES NETWORK OF CASTILLA Y LEON Six centres concentrate around 99% of the billing to firms Activity increase Turnover increased from 10 Meuros in 1996 to 22 Meuros in 2000. 52% of the turnover comes from projects with companies. 365% increase between 1996 and 2000. More financial stability

INNOVATION PROGRAMME • -RDA has given to industries a suitable pack of helps. • - Increasing tendency of tech. development projects (28%) versus tech. services and equipment contracting. • - Higher proportion of approved projects (38%) and granted help (36%) for industries between 5 and 19 employees, followed by the group of industries from 20 to 49 employees.

  13. INNOVATION PROGRAMME • RESULTS OF ATYCA, CDTI AND FRAMEWORK PROGRAMME • Framework Programme returns increase from 1.5% to 2% between III and IV Framework Programme, percentage which is maintained in the first phase of the V Framework Programme.

REASONS THAT JUSTIFY A NEW REGIONAL INNOVATION STRATEGY • RTP finished in 2000. • Actual situation of regional R+D has changed. • Fast development of new hi-tech sectors. • Change of priorities in the support policies to R+D+i (To stimulate the demand). • New Operational Programme 2000-2006. • Pilot action: RIS+ INNORED. • Updating strategy for 2001-2006 period

RIS + INNORED THE NETWORK OF INTERMEDIARY ORGANISATIONS IN CASTILLA Y LEON REASONS THAT JUSTIFY THE NETWORK CREATION Different needs of information and innovation support due to the different types of business cultures. The size of territory. The existence of industies separeted from the economic and entrepreneurial activity. Inexistence of support services in the isolated areas. Difficulties faced by the intermediary organisations to widen their scope of activities: distance and socio-cultural diversity.

  16. RIS + INNORED OBJECTIVE OF THE PROJECT: To design and implement a Network of Innovation Support Intermediary Organisations. To carry out a set of actions to promote innovation demand in Castilla y León.

THE NETWORK OF INTERMEDIARY ORGANISATIONS IN CASTILLA Y LEON Concentration of innovation activities in some areas (Valladolid, Burgos) As a consequence: It is neccesary to set up a network which co-ordinates the group of intermediary organisations so that they can collaborate in the Innovation Policy diffusion, gather efforts and generate synergies among them and avoid the efforts dispersion.

  18. THE NETWORK OF INTERMEDIARY ORGANISATIONS IN CASTILLA Y LEON STEPS Definition of the Network Model. Consensus about the Network Model (54 intermediary organisations interviewed). Very first selection and justification of the pilot area: Avila, Zamora, Salamanca. Constitution of the pilot co-ordination committe. • Consensus and implementation of the first awareness raising and communication actions • Postal questionnaire to 278 firms • In-depth face to face interviews with 22 firms Second working meetings of the pilot co-ordination committee in order to present results and decide about possible pilot actions.

THE NETWORK OF INTERMEDIARY ORGANISATIONS IN CASTILLA Y LEON NETWORK MODEL ARTICULATION It is carried out through the provision of activities/services for SMEs (co-operation projects) with financial support. Services will be provided by groups of, at least, two intermediary organisations. To the extend that demand is articulated, services will be provided to cluster or networks of firms.

THE NETWORK OF INTERMEDIARY ORGANISATIONS IN CASTILLA Y LEON CO-ORDINATION COMMITTEE Led by: The head of the Innovation and Technology Department of the RDA of Castilla y León (ADE). • Functions: • To establish the requirements to participate in the network. • To select the organisations that will be part of the network. • To co-ordinate, organise and promote the activities that will be carried out. • To propose new activities or services. • To ensure the implementation of the concrete actions.

  25. REGIONAL TECHNOLOGY PLAN II (2001-2006) Regional Innovation Strategy (ERI) OBJECTIVES • To increase the R+D+i efforts up to 2% of the regional GAV-non agrarian. • To achieve a Regional Innovation System of Excellence. • To promote the presence of Castilla y León in international innovation networks. • To generalise the innovation behaviour to the whole territory.
