  • 4.8 million 9-1-1 calls annually
  • Locally managed service
  • Nine independent, analog networks provided by LEC
    • Seven Verizon and two CenturyLink
  • E9-1-1 Services Board provides governance and funding for wireless 9-1-1
    • $52M annual revenue to Wireless E-911 Fund
    • $26M distributed to localities
    • $16.2M transferred to other purposes in biennium budget

Purpose of NG9-1-1 Plan
  • Need an implementation plan to migrate Virginia PSAPs from their legacy analog environment to an IP-based future
  • Plan must identify a comprehensive vision for NG9-1-1 and address the needs of the following stakeholder groups:
    • PSAP community
    • E-911 Services Board
    • Technology secretariat
    • Citizens
  • Vision must describe a realistic end-state that can obtained and supported by the Commonwealth

  • NG9-1-1 members include representatives from the seven ISP regions, small, medium, and large PSAPs, existing NG9-1-1 regional pilots, and the VA chapters of APCO and NENA:

  • Work groups comprised of IAT members have evaluated the strengths, weaknesses, opportunities and threats of the following components in relation to NG91-1:

    • Regulatory limitations

    • PSAP operational impact
    • Confidentiality and liability

  • Virginia will have an integrated statewide NG9-1-1 system that enables seamless 9-1-1 communications through an infrastructure of distributed regional networks, supported by a specialized workforce.

    • Connect regional networks into a single seamless statewide network

    • Commonwealth to determine and pay for core 9-1-1 components

    • Localities responsible for procuring own equipment, but need to explore statewide contracts and hosted services to help reduce costs

    • Educational and outreach material for regulators, legislators, and government officials
    • Funding guidelines for 9-1-1 Call Centers
    • Review and analyze existing legislation and include change recommendations in the FY 2012 Annual Report

  • Deliverables to complete by July 2013:
    • Identify appropriate standards and guidelines
    • Identify the potential staffing implications and training requirements
