  3. Developing new construction products IDEA FEASIBILITY MARKET CERTIFICATION PILOTS / TESTING TESTING LONG TERM DEMONSTRATION PRODUCTION

WRAP Testing and Certification Project • 2 year project – finished March 2004 • Main objective – certify 20 recycled building products – 50% grant available • Materials covered – plastics, glass, timber, paper • Activities expanded – performance assessment through testing • Secondary objectives • Provide technical advice • Boost market through publicity, seminars etc.

  6. Testing and Certification Project - results • 4 products tested/ certified • Ty Mawr, Visqueen, Transmix, Plascrete • 100+ companies given advice • 200+ companies contacted • 2 seminars held • Around 20 presentations • 3 press releases • 15+ articles produced

Barriers to successful applications • Post consumer recyclate from EU • Plastic, timber, glass and paper • R&D testing excluded • Supply not set up (cert requirement) • Factory not set up (cert requirement) • Lengthy application process • Confidentiality / IPR • Cost v. benefit • Value for money • Low tonnage return (some standards too inflexible) • High testing/certification costs

Lessons learnt • Dual stream system – application for funding + technical advice (equal weighting) • Scope to help with supply/ factory set up • Short and simple application process • Funding criteria very transparent • Value for money indicator i.e. funding likely over x tonnes/ £ grant • Broaden scope – waste diverted from landfill, prototype testing • Longer timescale – 3 to 5 years, handholding through process

Positive feedback • Companies found technical and marketing advice useful irrespective of grant funding • Awareness of recycled building products was raised generally • April 2003 Seminar provided good networking and technical advice • Better understanding of barriers for manufacturers and market development

The Way Forward - Supply • Greater use of recyclate in construction product manufacture through: • Supply chain improvements • Market demand increased • Performance and technical improvements • Clear environmental, performance and economic benefits • Exploitation of R&D • Replacement of primary feedstock

The Way Forward - Demand • Stimulate demand for recycled building products through: • Independent assessment i.e. Certification and performance testing • Awareness of recycled product availability and performance • Clarity and ease of supply and specification • Clear environmental, performance and economic benefits
