  4. Background Changes in National Defense Environment Many Military Installations Expected To Be Relocated By 2020 in Accordance With Defense Reform Program. Standards for Setting up Military Installations & Protection Zone Required As Operational Environment Changes Civilian-Military Tension Over Military Installations Requests for Deregulation of Military Installations Protection Zone have repeatedly been filed even after drastic reduction of the zone in accordance with the amendment of “Military Installation & Military Facilities Act” in Sep. 2008. Disconnection btw Local Urban Projects & Military Installations Relocation Plan Plan “To Rationalize Restriction on Protection Zone” & “To Improve Efficiency of Military Installations Project” Necessary to Revitalize Local Economy & to Ensure Timely Relocation of Military Installations
