Bhutan’s Experiences with NAPA Started preparation in 2004 National level training and workshop Task Force – cross sector multidisciplinary team 5 key sectors – Thematic group Agriculture and Livestock Biodiversity and Forestry Natural disaster and Infrastructure Human Health Water Resources and Energy Sectoral vulnerability assessment and findings

  3. contd • Participatory Rapid Appraisal – 4 regions covering whole country • Stocking taking of climate extreme and variability events • Analysis of Impacts of extreme and variability events • Vulnerability mapping (hazards and affected socio-economic groups) • Stock taking of existing adaptation measures and assessment of it: effectiveness and ways to improve • Consolidation – Thematic and PRA results • Development of Project profiles • 55 to 20 & finally 9 projects

Process • Guiding principle • Multidisciplinary approach • Participatory approach - 20 district • Complementary approach – national plans and policies • Sustainable development - main streaming • Gender Equality • Country driven approach – Disaster Management Office in 2005 • Cost effective – urgent and immediate adaptation • Simplicity

Our Scenario • No Assessment and Impact studies • Adaptation more focused more on community level - most impacted group • Implementation – benefit more realized • Most vulnerable sector – Forestry, agriculture and hydro-power • Vulnerable community – rural people, crops and livestock • Major hazard – GLOF, Landslide and Flash Flood

  10. Conclusion • Funding – Time for action • Lack of data – • GLOF – 1957,1960,1968,1994 • Flash flood & land slides – 2000, 2003 Tsatichu • Flash flood – 2004, • Low level of awareness • Inequity – Less contribution to global warming and impact more and less or no resources to adapt
