  4. WG D – progress - compliance • Preparation of 2010 RBMP reporting guidance well underway • Article 3 and 5 assessments (nearly) completed • Feedback on Art 3 started – validation process by consultant nearly completed • Article 8 electronic submission tools developed and tested (see WISE)

  6. 2010 RBMP reporting – key issues • Informal status of WISE reporting process • Conceptual discussions on “compliance approach” and “programme of measures” illustration • Aggregated or disaggregated “status maps” (similar to Article 5 reporting) • Link between compliance and SoE data needs

Article 3 Re-submission • 9 Member States – data re-submitted, all OK, ready to be uploaded to database • 4 Member States – data re-submitted, some work required to “tweak” data • 3 Member States – correct contact obtained to be progressed by end of today • 9 Member States – have been contacted by e-mail, no response, contact details being validated • Aim to have all contacts made by end of November

  8. Article 5 Submissions • 11 Member States have submitted all components required • 10 Member States have submitted some components • 4 Member States (and Norway) have submitted nothing • Upload of submitted data to database is almost complete

WISE – progress • WISE guidelines under preparation • Electronic submission foreseen for Art 8 reporting • IT tools for Art 8 currently being tested – available in Jan 2007 • WISE workshop in 9/10 Jan 2007 • WISE technical group operational • Preparation of new WISE GIS guidance complementing 2002 document

Data definition/ requirements Step 1: Compliance or SoE, voluntary (or through comitology) IT tools development Step 2: End-user tool, schema/DEM, XML/shape/GML, other tools (DD, glossary), Submission Step 3: Submission process by data holders, help desk Development Database Step 4: central holding area (CDR), management of access rights Acceptance Step 5: Standardised manual or automatic tests, feedback to data submitters Production Databases(WISE nodes) Step 6: Final data storage Viewing, GIS visualisation Analysis Step 7b: Tools for compliance or SoE assessment, CCM2 Step 7a: Public or restricted viewing, map service, aggregation, statistics, GIS reference dataset

WISE – next steps • Submission well completed and reviewed • Establishment of WISE Technical Group led by EEA • Work on WISE Implementation Plan has started • Art. 8 data submission only through WISE – development of rules and procedures document needed • WISE public portal under development – several components

Next steps • Validation of Art 3 and Art 5 data in WISE until Jan 2007 • New electronic submission system for Art 8 reporting ready for submission in Jan 2007 – presentation on workshop • 2010 Reporting Guidance – final draft presented to SCG in May 2007 • WISE TG stating to work on GIS guidance – interaction with GIS experts • SoE group to finalise work on task 3 ...

  14. Discussion • Water Directors are invited: • Take note and discuss the progress on all activities • Discuss and agree the interim mandate (see later agenda item)
