Global Warming and Climate Change (Recap)Causes of Global Warming • Increase in man-made release of greenhouse gases (GHGs) accumulating in the atmosphere • GHGs include: • Water vapour (e.g. industries) • Carbon dioxide (CO2) (e.g. transport, power plants) • Methane (CH4) (e.g. landfill) • Nitrous oxide (N2O) (e.g. rearing of livestock) • Chlorofluoro carbons (CFCs) (e.g. refrigeration) • Certain other gases (e.g. Perfluorocarbons, Sulphur hexafluoride)

International Response to Climate Change • UNFCCC - United Nations Framework Convention on Climate Change • Voluntary approach adopted to curb down greenhouse gas emissions. • The Kyoto Protocol 1997 to the UNFCCC • Legally binding emissions targets for industrialized countries (Annex 1 countries) • Target set: reduction to be at least 5% against the 1990 emission levels

Kyoto Protocol’s Flexible Mechanisms • Joint Implementation • Project-based trading between industrialised countries • Emission Trading • Countries with surplus could sell to those with deficit • Clean Development Mechanism • Project-based trading between industrialised and developing countries

  5. Clean Development Mechanism • Objectives: • To assist Annex 1 countries to achieve emission reduction targets by investing in emission-reducing projects in developing countries. • To assist developing countries to achieve sustainable development.

  6. Constraints faced by Developing Countries • Complexity of the modalities and procedures of CDM. • Lack of capacity and inadequate institutional setup

Mauritius CD4CDM Project • Funded by the Netherlands Government and implemented by UNEP RISOE Centre (URC) in Denmark • Objectives of the Project: • Improve institutional preparedness for hosting CDM projects • Capacity Building of local experts and relevant institutions. • Promote Mauritius as a CDM investment destination • Support the development of a pipeline of actual CDM Project PINs and PDDs

Mauritius CD4CDM Project – Scheduled Activities (1) • Three (3) National Workshops • First National Workshop (Jan 2008) • Focus on general sensitization on CDM and its benefits, CDM modalities, procedures, institutions and regulatory bodies • Second National Workshop (Mar 2008) • Focus on PIN and PDD preparation, baseline & monitoring methodologies, and CDM project financing • Third National Workshop (~Jun 2008) • Focus on validation and verification procedures, and contract negotiation and legal issues • Two Sectoral Workshops • Sectoral Workshop on Energy Efficiency (28 Mar 2008) (Baseline and monitoring methodologies for CDM energy efficiency projects) • Sectoral Workshop for the Financial Sector (~Jun 2008) (Will provide in-depth training on CDM Project Development to people of the Financial sector)

Mauritius CD4CDM Project – Scheduled Activities (2) • Operationalisation of the DNA • Design of project review/approval procedure • Development of Sustainable Development Criteria for the Assessment of CDM Projects • Design of Mauritius National CDM Website • Formulation of a National Portfolio of CDM Projects

Mauritius CD4CDM ProjectOutcomes of First National Workshop Jan 2008 (1) • Introduced the participants to the UNFCCC and the Kyoto Protocol • Provided the participants with an Understanding of: • CDM and its benefits • The Economics of CDM • CDM Modalities and Procedures • CDM Institutions& Regulatory Bodies • Sustainable Development Criteria • Project Opportunities in CDM

  11. Mauritius CD4CDM ProjectOutcomes of First National Workshop Jan 2008 (2) • Identified a list of potential avenues for CDM in Mauritius. Projects were identified in the following major sectors: • Renewable energy (PV panels, Wind energy, Solar Water Heaters) • Energy Efficiency (Power bosses, Compact Fluorescent Lamps, Energy efficiency in hotels, Mass Transit system) • Bio-fuel (National blending of bio-ethanol with petrol, Biogas from cattle) • Carbon Sequestration (Afforestation/Reforestation of marginal sugarcane plantations)

Mauritius CD4CDM ProjectOutcomes of First National Workshop Jan 2008 (3) • PINs and Concept Notes on potential CDM projects have been submitted by workshop participants: • PIN on Landfill Gas to Energy (UoM) • PINs on Micro Hydro Power Station and Wind Farm (CEB) • Concept Note on Energy Efficiency and Fuel Switch (FUEL) • Concept Note on Solar Water Heaters and CFLs (Environment Care Association)

Mauritius CD4CDM Project Objectives of National Workshop 2 • Topics that will be covered during the Second National Workshop: • Project Idea Note (PIN) and Project Design Document (PDD) preparation: common pitfalls in PDD making • Introduction to Validation and Verification • Baseline methodologies: examples of baseline method relevant to national circumstances • Additionality – How to demonstrate the additionality factor

Mauritius CD4CDM Project Objectives of National Workshop 2 • Understanding the Validation Process: how the auditors work together with project developers to establish the eligibility of CDM projects • CDM project financing: approaches to investment analysis, benchmarks, sensitivity analysis for CER price impact on project economics • Financial Aspects of CDM and Carbon Finance • Status of global carbon market: types of emission reduction purchase programs, presentation of UNEP RISOE's CDM Project Financing Guidebook

Aim of Project: To enhance public and private sector capacity to access carbon finance, and to overcome barriers impeding the take-off of a carbon project market in sub-Saharan Africa Participating Countries: Democratic Republic of Congo, Ethiopia, Kenya, Mauritius, Mozambique, Tanzania and Zambia Regional CDM Capacity Building Project for Sub-Saharan Africa(UNDP/UNEP Project)

  16. Objectives of Project: The project will focus on the following elements: Enhancing public and private sector capacity to develop project proposals, and implement and approve CDM projects. Building linkages with external investors and carbon credit purchasers. Identification of investment opportunities for carbon finance projects. Providing technical assistance to identify/develop appropriate methodologies in relevant sectors (e.g. afforestation / reforestation). Support the development of projects in nationally-strategic sectors through MDG Carbon Facility Regional CDM Capacity Building Project for Sub-Saharan Africa(UNDP/UNEP Project)
