  2. Palau Early Childhood Comprehensive System (PECCS) Vision: Palau Children are healthy and ready to learn to their full potential. Mission: The mission of Palau Early Childhood Comprehensive Systems Program is to partner with families, communities and agencies to ensure health and success of Palau children.

Palau Early Childhood Comprehensive System (PECCS) • Local, Regional & International Mandates: • Grant driven mandates (MCH Title V Block Grant) • Millenium Development Goals targeting Early Childhood (MDG). • Convention on the Rights of the Child (CRC) • Education for All (EFA) – mandatory ECE for all Palau’s children • YANUCA Declaration for Healthy Islands • ROP Education Master Plan • BPH, Strategic Plan (Draft) • Assuring Continuation of Services post COFA • Requires coordination/collaboration to these and emerging EC needs in the Republic.

Tool for Canvassing Partners Support & Commitment • Memorandum of Agreement: • Purpose • Membership • Roles • Duties • Resource Sharing (trainings/CE) • Development of culturally appropriate materials. • Information sharing • Referral (Medical Home) application across agencies. • Partners as Community Educators/Trainers (Local technical experts)

Activities • Access to Medical Home • Prenatal, Well-baby services guidelines development/amendments • Radio talk shows (Med.Home & CSHCN and High Risk services) • Community Talks • Early Care & Education • Curriculum Developed • Development appropriate Lesson Plans (JICA Volunteer) • Orient/educate PECCS members • PECCS members become trainers in their agencies

Palau Early Childhood Comprehensive System (PECCS) • Outcome:National Framework on Early Childhood • PECCS Model is the driving force behind this framework • Facility/Staffing pattern requirements for centers/providers • Curriculum that is culturally appropriate for the multi-ethnic presence in Palau • Finally, that this framework become part of 34PNC as either: • Legislated • Regulated • Coordinated Implementation • Regularly Evaluated/Reported to Leadership
