Introduction. History of creation and current state of «Baikonur» RSC»

«Aelita» Kazakh-Russian Innovation Joint Venture was created in 1996 by the decision of the presidents of Russia and Kazakhstan for the participation of Kazakhstan in the Russian space program at the BaikonurCosmodrome and then it was renamed the «Baikonur» Rocket - Space Company « Joint-Stock Company in the 4thquarter of 2012.

The creation of this company allowed the two states to implement space programs without violating the law on non-proliferation of space technologies and dual-use technologies. Russian company «S.P. KOROLEV ROCKET AND SPACE CORPORATION «ENERGIA» is the founder and owner of 49.5% shares of the company “Baikonur” RSC”. This means that the shareholders of “Baikonur” RSC” can legally eligible to participate in all space programs of Russia and Kazakhstan at BaikonurCosmodrome. Buran Space Shuttle –item 11-F35 product serial No.2K1;Buran spacecraft - item 11-F35 and Buran Space Shuttle model - 11-F35product serial No. MT and also other technical equipment and propertywas transferred in the authorized capital of «Baikonur» RSC» on the part of Russia.

The activity of «Baikonur» RSC” was “frozen”till 2012 due to lack of interest of some shareholders and due to other political reasons. The new shareholder of «Baikonur» RSC» invested in the company own funds and created the conditions for the continuation of «Baikonur» RSC» work.

The shareholding structure of “Baikonur” RSC” changed in 2012. Investments have been made in “Baikonur” RSC” and unallocated shares were purchased.

The shareholders of “Baikonur” RSC” at the present time are:

«S.P. KOROLEV ROCKET AND SPACE CORPORATION «ENERGIA», RUSSIA

- 49.5%, the legal entity

“INFRACOS” RGP, Kazakhstan - 20.5%, the legal entity

Mr. Musa Dauren, Kazakhstan - 30.5%, individual

This time the question of “Baikonur” RSC” partnership share in commercial and government projects at Baikonur Cosmodrome is considering, including the joint Russian-Kazakh-Ukrainian project “COMMONWEALTH” (“SODRUZHESTVO”). The project “COMMONWEALTH” will be based on already existing technology “Energy – Buran” with modernization and reconstruction of existing launch complexes at Baikonur Cosmodrome.

The concept of “Cosmos” both for business and investments

  • According to modern science, the space is:
  • 200 km - the lowest possible orbit of the short-term stability (up to several days).
  • 350 km - the lowest possible orbit with long-term stability (up to several years).
  • 50,000 km - Normal orbit for overground orbital complexes (gravitational force of Earth is 78 times less)
  • To start a business in space, you must have the following:
  • Means of goods and people delivery into space,
  • Freight and passenger orbital and interplanetary spacecrafts,
  • Orbital space station for the storage and handling of goods and people,

  • Tracking and support systems of space flights.

  • To fund programs ofcommercial space launches creation at BaikonurCosmodrome, not included in the scope of public funding,
  • Use participation in joint projects for the experience and knowledge acceptance and access to rocket technologies,
  • Create own commercial space launches at BaikonurCosmodrome with maximum use of the existing structure to ensure safety,
  • - Use the intention of space powerto give the near space for commercial purposes.

- Baikonur Cosmodrome already has everything to meet the needs of all commercial space flights for 40% -70%.

- «Baikonur» RSC» has a space license and the opportunity to participate in «S.P. KOROLEV ROCKET AND SPACE CORPORATION «ENERGIA» projects at Baikonur Cosmodrome on the project “Commercial Spaceport” at Baikonur Cosmodrome on the basis of the existing “Energy-Buran” set and other Cosmodrome facilities.
