  2. GOAL The goal of Facilities Planning and Construction is to provide excellent customer service to Angelo State University Students, Staff, and Faculty, while meeting the needs of the campus.

  4. CAPITAL CONSTRUCTION • Defined as projects over $1,000,000 new construction or $2,000,000 renovation.

  5. CAPITAL CONSTRUCTION – Cont. • Development & implementation of capital projects from conception until completion.

  6. BUILDING MODIFICATIONS • Work requiring planning and/or design and may involve multiple shops for in-house or contract accomplishment and is used to request construction projects costing less than $1 million new construction or renovation projects costing less than $2 million as per OP 40.06.

  7. BUILDING MODIFICATIONS cont’d • Professional design services are required for any projects over $50,000. • ADA/TAS inspections required for any projects where construction costs are greater than $50,000.

  8. LEASES • Facility leasing such as Alumni Center, Reidy Building, and Colt Stadium. • All off campus storage leasing. This cannot be handled by departments without coming through F P & C. No department can sign a lease on behalf of the University.

  9. CAMPUS SIGNAGE • Manage installation and compliance of all Campus Signage, both exterior and interior per OP # 40.06 thru OP # 40.09. • Ensure compliance with codes and maintains university construction standards as required by the State Legislature and the Board of Regents.

CAMPUS MASTER PLAN • The Campus Master Plan is developed and documented through a collaborative process involving members of the University community including faculty, staff and students as well as members of the community and the Texas Tech University System. The Campus Master Plan is a component of other critical planning initiatives on the campus.

  12. CAMPUS MASTER PLAN (cont’d) • The Texas Higher Education Coordinating Board (THECB) will not approve any project without the project being specifically identified in a master plan. There are three master planning documents that are used for planning. The Campus Master Plan, the THECB MP1 Report and the THECB MP2 Report.

  13. CAMPUS MASTER PLAN (cont’d) • New THECB reporting requirements include new construction, renovation, additions, property acquisition, deferred and preventative maintenance projects and infrastructure.

  14. CAMPUS MASTER PLAN (cont’d) • Projects that are submitted for consideration must be included in one of the Master Plan documents prior to construction (Campus Master Plan, MP1, or MP2).

  15. TEXAS HIGHER EDUCATION COORDINATING BOARD • New mandates this year include: • Reporting all routine maintenance scheduled (room renovations, modernizations, replacement of technology, replacement of white/black boards, painting, floor replacements, furniture replaces, etc.).

  16. TEXAS HIGHER EDUCATION COORDINATING BOARD • New mandates (cont’d) • Reporting all deferred maintenance projects (5 yrs). • Reporting all facility enhancements (Room renovations, changing the use of a room, complete renovation of rooms, alteration of buildings, etc.).
