About the Environmental Statistics Project • Overall objective: Improved environmental policy-making, planning and management leading to a more sustainable use of natural resources and decreased environmental pollution. Improved environmental awareness at all levels. • Project purpose: Better coordination, quality and use of environmental statistics (ES) in prioritised areas in the Balkans in accordance with national and international needs and requirements.

  6. Situation and results in Albania • Waste management not developed - affects the Waste statistics. The Delegation is currently developing a hazardous waste management system. • The Directory of Urban Solid Waste at Ministry of Public Works, Transportation and Telecommunication are compiling data from regions and municipalities and reports to MoEFWA. • Statistical quality of these data questionable. • The use of waste categories according to European standards - inappropriate because the fractions of the waste are not sorted out. • Participants from 7 institutions learned about production, coordination and use of ES (and waste statistics) and indicators in Sweden; • For ES development is vital that INSTAT has a Memorandum of Understanding (MoU) with MoEFWA and other ES producers. The study visit provided a benchmark for writing MoU.

Training course on Waste statistics (23-28 Oct 06) • Waste Statistics Regulation (WstatR), 20 participants: • Reporting Guidelines; • Data collection; who will collect/what data to collect/who to collect from/how to • collect? • Connection to future MoU and Handbook of responsibilities; • Data processing (how to calculate required data based on data collected); • Documentation (Standard Quality Report to Eurostat and internal • documentation); • Quality control (routines for quality control within whole system); • Reporting in correct formats. • A5. Training in use and analysis of ES (4-8 Dec 06) • Information about the environment and environmental issues; environmental statistics and indicators and what they can be used for; examples of internationally used indicators; what national ES statistics is available and where.

Situation and results in BiH • B1 objective - better understanding and agreement in production, use and • coordination of environmental statistics in the areas of waste, air and water • in Bosnia and Herzegovina, using Swedish experience. • RANSMO EU project proposed that statistical offices should be responsible for • data on waste. • A draft Memorandum of Understanding was produced during B1 that, upon • signing, will initiate creation of working groups in the mentioned fields of ES. • The working groups should promote, facilitate and coordinate efforts to • improve ES in BiH. • BHAS, FOS, RSIS should specify in Handbook of responsibilities regarding data • on public services in solid waste management: source, quantity, disposal, • locations.

The topics: • Reporting Guidelines • Data collection; who will collect/what data to collect/who to collect from/how to collect? • Organizational structure, including roles and responsibilities in different organizations and possible improvements based on SCB good practices; Connection to future MoU and Handbook of responsibilities; • Data processing (how to calculate required data based on data collected); • Documentation (Standard Quality Report to Eurostat and internal documentation); • Quality control (routines for quality control within whole system); • Reporting in correct formats.

Guidance in writing handbook of responsibilities 26-27 January 2006, Pristina K3. Preparation of SOK work programme Fall 2006, Pristina K4. Compilation of ES / manual of ES methodology

  12. Situation and results in Kosovo “State of Waste in Kosovo 2003-2004” - waste production and management data, waste fractions, landfills, hazardous wastes and waste treatment. Done by internationals and NGOs. No resources at the MESP to continue or to update. The activities planned for 2006 at MESP include: Database for landfills; Identification of waste points; Update from companies dealing with waste; Database for hazardous waste. The Water and Waste Regulatory Office (WWRO) is recently established - it has data on number or companies collecting waste. Compilation of existing data at SOK (data collection, scrutinizing and describing the quality of the statistics, incorporation of the material in a selected specific framework for environment statistics, writing of texts describing the environmental aspects of the statistics) is needed – at least 6-8 months of work for a group.

  13. Plans for Kosovo • K3. Preparation of SOK work programme • SOK should prepare draft for the work program including: • Air – possible parameter/variable to produce, data source • Water – possible parameter/variable to produce, data source • Waste – possible parameter/variable to produce, data source • Land – possible parameter/variable to produce, data source • Priorities between parameters to be produced/published and estimate of human resources needed. • K4. Compilation of ES / manual of ES methodology • Compiling first set of tables of ES at SOK, including further processing of • identified data and possible time series. • Drafting a manual of ES methodology. • 2007: Training in methodology, quality control, processing and dissemination of ES” - objective is to improve the quality in the production of ES and spread awareness of the importance of the quality of data.

Project launch and scrutinizing available ES • 25-28 April 2006, Skopje • Identifying and scrutinizing existing ES in order to assess, e.g. methodology • for data collection, classification, time series and documentation, with SSO and • MoEPP; • Assessing available ES quality; • Identifying other relevant projects and advising how to coordinate; • Planning for future project activities.

  17. Situation and results in S&M Availability of waste statistics is poor. Few surveys are currently conducted, surveys on municipal waste (only in Montenegro), on treatment of waste by landfilling and on exported hazardous waste. Data collections on industrial, hazardous and household waste are planned for the near future at SORS. Expectations are to obtain data using waste factors, but these factors are not very developed at present.

  18. Plans for Serbia & Montenegro Practical advices were given for each of the prioritized fields: - Municipal waste - Hazardous waste - Waste treatment (landfills) S5. Training in the Waste statistics production process November 2006, Belgrade Assistance in the ongoing work of waste statistics production process (4 days). Topics: - Waste nomenclature; - How to deal with errors in surveys; - Estimations methods to get data from some sectors; - Quality report writing.

  19. Plans for the next project phase • September/October 2006: Meeting with the Balkan statistical offices to discuss the components of the next phase of the project. • November 2006: submitting the proposal to Sida. Probably a 3-year phase. • December 2006: Sida will take decision.
