Advisory Rules Committee (ARC) Report on Permitting and Inspection • Recommendation 12 is to allow the electronic submission of construction documents • Recommended the revision of 1980 PA 299 to allow “electronic seals and signatures” • There is a House Bill HB 4585 which amends sections 2007 and 2008 to recognize an “electronic seal”

Bureau of Construction Codes Technology Upgrade • BCC has been working on upgrading it’s technology for the past 4 years • BCC signed a contract with Accela in December 2012 • The upgrade will address all of BCC’s business needs • The contract is an enterprise contract • This will allow other agencies and local governments to attach

Accela Automation is the system Upgrade • It will expand our electronic capabilities • BCC will be able to allow electronic applications for: • Permits • Inspection Requests • Plan reviews • Licensing • The system will allow users to check the status of applications and requests • BCC has invested in the hardware

  6. Electronic Construction Document Submission • BCC is developing the process to receive construction documents electronically • The system will allow the sharing of documents with other agencies • There will be the capability to electronically mark up the documents • Customers will get an email with the letter and marked-up documents • When the corrections are returned we will be able to compare with our markup

  7. Uniform Electronic Transaction ACT (UETA) 2000 PA 305 • The UETA is based on the Federal E-Sign Act • It affirms the efficacy of electronic documents • States that electronic transactions cannot be mandated • The parties involved must agree to conduct business electronically • Provides for an electronic signature • Requires an authentication process
