  1. Happy Earth Day, Jackson Hole!

  2. Source: IPCC 4th Assessment Report, “Climate Change 2007”, Working Group 1

  3. The Intergovernmental Panel on Climate Change -- IPCC 1990: “Our judgment is that: global mean surface air temperature has increased by 0.3 to 0.6oC… (which) could be largely due to… natural variability…” 1995: “The balance of evidence suggests a discernible human influence on global climate.” 2001: “There is new and stronger evidence that most of the warming observed over the last 50 years is attributable to human activities.” 2007: “Most of (>50% of) the observed increase in globally averaged temperatures since the mid-20th century is very likely (confidence level >90%) due to the observed increase in anthropogenic (human) greenhouse gas concentrations.”

  4. Global Warming Impacts People • Destabilize the climate system  disrupt key life support systems: • Risk vital water supply • Alter agriculture • Hyper-energize storms • Rising seas • Millions of “environmental refugees” • Also, accelerate the massive spasm of species extinction already underway

  5. “Our global climate is nearing tipping points. Changes are beginning to appear, and there is a potential for explosive changes with effects that would be irreversible – if we do not rapidly slow fossil fuel emissions over the next few decades.” Dr. James Hansen, Director, NASA’s Goddard Institute of Space Studies

  6. Our Global Challenge Rewire the global energy system in a generation. Revolutionize how we produce, distribute and utilize energy.

  7. Climate Solutions and Prosperity Can (and must!) Go Hand in Hand “We see clean energy technology, given the right policy signals, as a ripe opportunity for increasing investment and job creation in our region… Clean energy can become as big and valuable to the Northwest as semiconductors, electronic and computer equipment, software and communications technology.” Nancy Floyd, Nth Power David Chen, OVP Venture Partners Stephen Saltzman, Intel Capital

  8. Clean Tech = Real Productivity: The opposite of ‘credit default swaps’! • Clean Tech is about: • ‘Building Things Right’ – it’s exportable! • Excellence in clean, efficient energy, building and transportation systems • Creating lasting 21st century businesses and sustainable ‘green jobs’

  9. Talk about Win-Win!: Benefits of a Clean Energy Economy Buffer families, farms, businesses from volatile fossil fuel energy costs Keep energy dollars local Bring new economic development (billions in new capital investment) to rural communities Create new, high-wage jobs Contribute to America’s energy independence Save water! Clean up the air!

  10. Our Post-Carbon Energy Future Smart, super-efficient green buildings …powered by clean renewable energy ...linked by a smart power grid …that powers plug-in vehicles How long will it take to get there?

  11. New Energy “Pioneer Community” Serious commitment to climate leadership Local economic development strategy centers on sustainability excellence Ready to bridge institutional silos for integrated new energy solutions Systematically deploy energy efficiency building retrofits, distributed renewables, smart grid infrastructure -- together Long-term focus on continuous energy innovation – this isa generational enterprise Finance with ‘patient capital’

  12. The Town of Pioneer’sGreen Stimulus Strategy Pioneer recognizes this unique moment of opportunity Galvanizes around a bold community strategy to deploy integrated new energy systems Assembles the civic infrastructure and partnerships for district by district delivery Funding strategy that taps a range of sources; retrofits paid back thru savings into revolving loan fund An integral goal -- job creation, training, broadly-shared prosperity

  13. Pioneer Energy Capital Fund PECF’s Role: Finance mass-scale energy efficiency building retrofits Deep efficiency improvements, not just cream-skimming 20 year + payback into Revolving Loan Fund Pioneer Energy Services PES’s Role: Coordinate network of qualified private, non-profit contractors to conduct energy audits and implement retrofits Partnership of local energy utilities and key community stakeholders Federal Stimulus Pots Tapped: Energy Efficiency and Conservation Block Grants $3.2B Qualified Energy Conservation Bonds, authorized to $2.4B State Energy Program $3.1B Tax Credits for Energy Efficient Improvements to Existing Homes $2B 30% tax credit for homeowners up to $1500 for improved heating Removal of Dollar Limits on Certain Energy Credits 30% credit for residential solar hot water, micro-wind, geothermal heat pumps Pioneer’s New Energy Civic Infrastructure

  14. Pioneer’s New Energy Civic Infrastructure (continued) • Pioneer Community Action Council • PCAC’s Role: Secure funding for and vet candidates for low-income multi-family housing retrofits – deep energy efficiency + rooftop solar Federal Stimulus Pot Tapped: • Weatherization Assistance Program $5B • Energy and Green Retrofit Investments in Elderly, Disabled and Section 8 Assisted Housing $250M • Pioneer Housing Office • PHO’s Role: Secures funding for and prioritize candidates for public housing retrofits – deep efficiency and advanced energy management technologies Federal Stimulus Pot Tapped: • Public Housing Capital Fund $4B

  15. Partnering with Federal Agencies Pioneer Energy Services works with local reps of federal General Services Administration Deep energy efficiency retrofits, advanced building energy management technologies for the local US Post Office and several National Parks buildings Federal Stimulus Pot Tapped: Converting Federal Buildings to High Performance Green Buildings $4.5B Pioneer’s New Energy Civic Infrastructure (continued)

  16. PCC and Local Union’s Role: Train people to retrofit buildings, install renewable energy systems Federal Stimulus Pot Tapped: Green Jobs: Energy Efficiency and Renewable Worker Training $500M Pioneer’s New Energy Civic Infrastructure (continued) Pioneer Community College and Pioneer’s Union Apprenticeship Programs • Pioneer Electric Power and PCC • PEP and PCC’s Partnership: Provides new smart grid training to its workforce Federal Stimulus Pot Tapped: • Electricity Grid Worker Training $100M

  17. Pioneer Electric Power Deploying advanced metering, communications, and automation technologies. Partners with Bonneville Power Adminstration on a smart grid pilot deployment Federal Stimulus Pot Tapped: Smart Grid Investment Program $4.5B Building microgrids and district heating and cooling systems powered by biomass CHP unit(s) Federal Stimulus Pot Tapped: Temporary Election to Claim the Investment Tax Credit in Lieu of the Production Tax Credit$285M Pioneer’s New Energy Civic Infrastructure (continued)

  18. Plug-In Electric Vehicle Strategy Pioneer leaders team up with state to convince local federal agencies to purchase plug-in electric vehicles Marketing campaign encourages early adopters of plug-in vehicles Federal Stimulus Pot Tapped: Energy Efficiency Federal Vehicle Fleet Procurement $300M Plug-in Electric Drive Vehicle Credit at least $2500/vehicle Pioneer Energy Services partners with local utility to build out network of public charging stations Federal Stimulus Pot Tapped: Transportation Electrification $400M Tax Credits for Alternative Refueling Property, 50% tax credit up to $50,000 Home charging stations 50% tax credit up to $2000/home Pioneer’s New Energy Civic Infrastructure (continued)

  19. Hope is a stance, not a calculation - Frances Moore Lappe You can’t stop global warming…. by yourself. - Alliance for Climate Protection

  20. "When we look into the sky it seems to us to be endless. We breath without thinking about it, as is natural... and then you sit aboard a spacecraft, you tear away from Earth, and within ten minutes you have been carried straight through the layer of air and beyond there is nothing! The 'boundless' blue sky, the ocean which gives us breath and protects us from endless black and death, is but an infinitesimally thin film. How dangerous it is to threaten even the smallest part of this gossamer covering, this conserver of life." Vladimir Shatalov, Russian Cosmonaut
