  1. Reposition Where CBRF is today CBR Forum Board and Secretariat Staff in November 2007 Consultative meeting from Jan 28 to 30th 2008 at NBCLC, Bangalore: 12-14 persons including the Chairperson, Secretariat Staff, Resources Persons and eminent persons in the field of development and Disability Activists participated (Mr. Derek Hooper from Equality Works, UK, facilitated the sessions).

  2. Vision • Our vision is of an equitable world where rights and dignity are respected and where people with disabilities lead a good quality life and are empowered to participate in society.

  3. Purpose • The purpose of CBR Forum is to work with people with disabilities, their families and wider society on empowerment and inclusion – to promote rights, dignity and responsibility. (Will elaborate on this Mission of the Forum)

  4. How we work • On rights-based work through partners (CBOs) • With collectives of people with disabilities • With networks on advocacy • By strengthening the capacity of individuals and groups • By accessing resources

  5. Our priority groups • Poorest of the poor in un-reached rural areas • People with multiple and severe disabilities • People over 60 • Children • Women

  6. CBRF will do more of… • Promotion of DPOs • Capacity building of DPO leaders • Financial and technical support to DPOs • Priority to district partnership focus • Taluka / District Model • Documenting best practices and publicizing • Collaboration with advocacy groups, disability sector

Reduce the participation gap • Information about the issues confronting the community and rights of the persons with disability through Aware Citizen Program • Formation of Village Level User Groups and Federation of User Groups across the State • Federation of Parents Groups • Observer role and membership in local governance systems and informal leadership of communities • Facilitate and build capacity for participation and leadership

Reduce stigma and exploitation gap • Awareness through direct contact programs like street theatre, folk music, events, road shows and community radio • Review of curricula to challenge stereotypes of disabilities • Awareness about success of the persons with disability through user led awareness programs • Media strategies through editorial and advertorial communication about the rights of persons with disability • Media Watch • Proactive access to information through web, user group bulletin boards and community information kiosks • Social Watch by the self help groups and civil society for the rights of people with disability • Audit and Redesign of Restrictive Processes and Practices by current service providers • Equity and Leadership Capacity Building for persons with disability

Reduce the inclusion gap • Create a policy level ownership for the process of reduction of inclusion gap • Map mainstream resources for education, health, livelihoods, culture and transport • Audit for the current level of inclusion • Build Partnerships and ownership for reducing the inclusion gap in mainstream resources • Build Capacities to include people with disability in mainstream processes

  16. Reduce the resource gap: Techno-managerial • Facilitate continuing professional development for all existing service providers on contemporary technical knowledge about reducing the impact of disability • Develop techno managerial expertise on disability within the Pradesh

Reduce the service gap: • Service gap should be reduced for all life domains, and services should work towards well being, safety and permanence • Increase Access to existing services • Develop new community based services to ensure well being and safety of all people with disability • Audit, Redesign and Assure Quality of all services which are used by or can be used by persons with disability

Reduce the service gap: Protection • Integrate with the systems in place for children and women in need for care and protection • Develop Minimum standards of Care for the programs in the community and institutions • Build Capacity of the Inspection and Monitoring Processes • Build Capacity of the service providers like probation officers, social workers, child welfare committee members, police officers and judges

Reduce the service gap: Health • Increase access to information and informed choices for health and treatment • Increase access to preventive strategies for health in form of clean and safe water, hygiene, nutrition and sanitation • Increase access to primary health care to ensure early diagnosis and treatment • Increase knowledge of and linkages to secondary and tertiary resources for health • Increase access to safe blood products, medicines, aids and appliances • Integrate treatment for illness with efforts to decrease impact of disability • Early referral to community based rehabilitation • Access to telemedicine in case of inaccessible secondary and tertiary resources for health

Reduce the service gap: Education • Ensuring that the best interest of the child determines the process of education and the child can participate and make informed choices regarding the education process • Encouraging child to child learning processes • Increase access of children with disability to mainstream formal and alternate educational opportunities • Facilitate recruitment and retention of children within the mainstream educational process by making the education system and process inclusive • Develop and implement innovative teaching and learning methodology and pedagogy to make education an experience of expression and development of human potential • Increase peer support and awareness to decrease stigma for children with disability in mainstream schools

Reduce the service gap: Education • Build capacity of all teachers and families to be able to address the young people’s need for development of an identity collaboratively • Ensure accessibility in all points of delivery for education • Design and implement reasonable accommodations for vocational training and higher education • Redesign and reprocess all special education schools to be inclusive environments • Provide home based or community based education for children who remain out of school inspite of the above interventions • Ensure that out of school hours learning (especially in family environment) and life skills development is accessible to children with disability

Reduce the service gap: Livelihoods • Access to livelihood is a right for all people including those living with disability • People with disability are discriminated against in their search for livelihood • People with disability may also become helpless in the face of repeated exclusion • There is a need for a continuum of inclusive opportunities for people with disability and their families to be able to participate in sustainable livelihoods

  23. Reduce the resource gap: Human Resource • Review the existing human resource • Build modules and processes for mainstreaming rights based values and perspectives on disability and technical skills for the existing professionals so as to decrease the impact on functioning • Start capacity building processes for multi tiered community based disability professionals who are most accessible to largest number of people

Reduce the resource gap: Human Resource • Build capacities of disability professionals on rights and development so as to make their interventions more focused on the environment rather than the individual alone • Mentoring and Career Guidance to increase recruitment and retention of professionals • Develop ongoing continuing professional development programs for health professionals, architects, urban planners, social workers, psychologists, physiotherapists, managers, teachers, insurance sector, culture and heritage program managers on working with persons with disabilities and creating enabling environments
