EUROCONTROL, the European Organisation for the Safety of Air Navigation, is an intergovernmental organisation made up of 39 Member States and the European Community.Today, together with its partners, EUROCONTROL iscommitted to building a Single European Sky that will deliver the ATM performance required for the 21st century and beyond. Founded in 1960, it is a civil-military organisation that has developed into a vital European repository of air traffic management (ATM) excellence, both leading andsupporting ATM improvements across Europe.   2. ACTIVITIES For over five decades of existence, EUROCONTROL has been working with the aviation community to deliver a Single European Sky for Europe. Today, in close cooperation with their stakeholders, EUROCONTROL deploys a wide range of activities toimprove the current European air traffic management (ATM) systemand develops the next generation one. They are also working on making the next generation ATM system safer, more cost-effective and environmentally responsible.

MAIN AREAS OF ACTIVITY • SESAR and Research: building the pan-European air traffic management network • Single Sky: support for rule-making and regulation in European aviation • Network Management: developing system-wide functions for the European ATM network • Maastricht Control Centre: air traffic control services for the upper airspace of the Benelux countries and north-western Germany • Route Charges: billing and collection services for en-route and terminal charges on behalf of Member States.

MAIN AREAS OF ACTIVITY The SESAR (Single European Sky ATM Research) programme is building the future European air traffic management system.It is the technological and operational dimension of the Single European Sky (SES) initiative to meet future airspace capacity and safety needs. The Single European Sky (SES) initiative of the European Commission (EC) provides a legislative framework to meet future safety, capacity and efficiency needs at a European rather than at a national level.

  5. MAIN AREAS OF ACTIVITY The Maastricht Upper Area Control Centre (MUAC), operated by EUROCONTROL on behalf of four States, provides air traffic control for the upper airspace. European airspace users have to pay for the services they use when flying in controlled airspace and so incur route charges for every flight they make. These are charged to them every month by EUROCONTROL's Central Route Charges Office, the CRCO.

Besides EUROCONTROL’s core activities, its extensive knowledge and resources are spread across the following areas of expertise: aeronautical information management; airspace management and organization; air traffic flow and capacity management; Air Traffic Management (ATM) training; civil-military ATM coordination; communications, navigation and surveillance; environmental impact on aviation; human performance in ATM; safety; statistics and forecasts.   7. Aeronautical Information Management An efficient air transport system requires accurate, timely and tailored aeronautical information. EUROCONTROL ensures that aeronautical information is provided in a global and interoperable way, whilst looking forward to building a network-centric information system for Europe. Airspace management and organization EUROCONTROL is working with the European Commission, Member States and the aviation community to develop an improved route network over Europe’s busy skies, so that flights can go to their destination more directly, saving time, fuel and money. Air traffic flow and capacity management EUROCONTROL, through its network management functions, balances airspace capacity with demand, optimizing the efficiency and safety of air traffic for the continent’s busy skies.  AREAS OF EXPERTISE

  8. ATM Training At EUROCONTROL professional air traffic management training in Europe is provided. The officials of EUROCONTROL train ab-initio air traffic controllers and also offer a broad spectrum of courses in a variety of air traffic management subjects, communications, navigation and surveillance. Civil-military ATM coordination EUROCONTROL facilitates coordination and cooperation in European air traffic management between civil and military aviation. It also provides support to states and stakeholders in the implementation of the Single European Sky (SES) and Single European Sky ATM Research (SESAR) Programme in order to share airspace in the most beneficial way. Communications, navigation and surveillance (CNS) EUROCONTROL is working to deliver the air traffic management infrastructure of the future, to ensure the exchange of information between airspace users, and to provide a harmonized and integrated common framework for the European air navigation system, while enriching ATM performance with new forms of control.   9. Environmental impact on aviation Protecting the planet is a key objective in all EUROCONTROL’s activities, with the specific goal of reducing the impact of aviation on the environment. EUROCONTROL is also assisting the European Commission in introducing aviation into the EU’s emissions trading scheme in 2012. Human performance in ATM The officials of EUROCONTROL analyse job-related aspects which can impact on human capability to facilitate the successful accomplishment of working tasks. EUROCONTROL’s main goal is to align organisational objectives with staff needs in order to support the achievement of an effective, efficient, and safe ATM system. AREAS OF EXPERTISE

Safety EUROCONTROL is leading the efforts of the pan-European Air Navigation Service Providers (ANSPs) to keep ATM-induced incidents to a minimum, through EUROCONTROL’s safety management activities, whilst ensuring that safety enhancements are in line with regulations throughout the European ATM network. Statistics and forecasts EUROCONTROL provides up-to-date statistics, forecasts, reports and studies on air traffic trends and delays in Europe, and monitors and analyses the evolution of the entire air transport industry. EUROCONTROL bases its decision-making and management on the principles of: sound corporate governance; transparency; partnership. It is governed by an international convention and is divided into governing, executive and consultative bodies which constitute the structure of EUROCONTROL. AREAS OF EXPERTISE

ORGANISATION STRUCTURE The governance structure of the Organisation is composed of three bodies: two governing bodies, the EUROCONTROL Commission and the Provisional Council, and one executive body, the Agency. The organisation has increasingly involved aviation stakeholders in its decision-making processes in order to improve its governance. EUROCONTROL now interfaces with stakeholders on four principal levels which are reflected in its governance structure and working arrangements: • Governing, decision making at political level (Permanent Commission and Provisional Council). • Executive level: the EUROCONTROL Agency itself, performing tasks entrusted by the governing bodies. • Advisory bodies consultation level to Agency Senior Management (e.g., Agency Advisory Body (AAB) or to Provisional Council. • Technical – Operational : within the consultation layer, technical expert consultation also exists in order to support the AAB.

  12. GOVERNING BODIES EUROCONTROL Permanent Commission The EUROCONTROL Permanent Commission represents Member States at ministerial level. It formulates general policy and is responsible for decisions and regulatory functions. The Commission also approves the EUROCONTROL annual budget, the five-year programme, contract regulations, financial regulations and staff regulations, and is responsible for appointing the Director General and Directors. It gives a final ruling on the Agency’s annual accounts. EUROCONTROL Provisional Council Member States are represented in the Provisional Council at Director General of Civil Aviation level. The European Union participates in the work of the Provisional Council. The Provisional Council is responsible for implementing EUROCONTROL’s general policy, as established by the Permanent Commission, and for supervising the Agency’s work.

  13. EXECUTIVE BODY The Agency The EUROCONTROL Agency is responsible for performing tasks prescribed by the Convention or entrusted to it by the Permanent Commission or the Provisional Council. Under the revised Convention, the Director General was given wide independence with regard to the management of the Agency.

ADVISORY BODIES: • The Audit Boardexamines and reports annually on the Agency accounts and on the route charges system accounts. • Performance Review Commissionsupports the effective management of European ATM, through target-setting and the establishment of a transparent and independent performance review system. • Safety Regulation Commission ensures consistent high levels of safety in ATM within the ECAC area. • Civil-military Interface Standing Committee examines any questions regarding the civil/military interface and provides advice on such matters. • Enlarged Committee for Route Charges supervises the operation of the route charges system and reports to the EUROCONTROL Commission via the Provisional Council. • Standing Committee on Finance provides advice and submits recommendations on all budgetary and financial issues affecting EUROCONTROL.

ADVISORY BODIES: • Air Navigation Services Board is designed to increase the involvement of air navigation stakeholders in preparing decisions and in aligning the business planning and budgetary processes at different levels in the organisation. • Military ATM Board facilitates the implementation of pan-European programmes, concepts and plans by elaborating, coordinating and promulgating the military views on ATM matters. • Agency Advisory Body provides a broad range of balanced advice together with the widest possible stakeholder support and commitment in matters relating to the European ATM strategic objectives. • Internal Audit helps senior management oversee an effective system of internal controls designed to help the Agency meet its objectives.

POLICIES EUROCONTROL has adopted three corporate policies which govern the Agency’s actions as well as its interaction with stakeholders and partners: - Safety Policy; - Corporate Social Responsibility Policy; - Environmental Policy. Safety Policy Safety is an absolute priority for every EUROCONTROL activity. One of its most important goals is to ensure that air traffic management-related safety risks are kept to a minimum, despite the increasing air traffic demand . Its safety approach involves not only the implementation of safety regulation, management and exchange of information. EUROCONTROL also trys to foster a safety culture within the EUROCONTROL Agency and among its partners, stakeholders and customers.

Corporate Social Responsibility Policy As an organization that serves the public interests, EUROCONTROL has developed a Corporate Social Responsibility policy to ensure that all its actions benefit the environment, the economy and the society in which it operates. The Agency, EUROCONTROL’s executive body, is in charge of implementing and monitoring this policy. Environmental Policy The EUROCONTROL Agency, the Organization's executive body, commits to mitigating any adverse environmental impact in its work in helping to build a uniform European air traffic management system. Its work with partners and stakeholders ensures that every effort is made to reduce aviation’s impact - in both noise and aircraft emissions - in each one of its activities and projects. The Agency has adopted an Environmental Policy and Strategy to coordinate its environmental actions with those of all actors in European air traffic management. POLICIES

EUROCONTROL is committed to building, together with its partners, a Single European Sky (organization of the airspace into functional blocks, according to traffic flows rather than to national borders) that will deliver the air traffic management (ATM) performance required for the 21st century and beyond. Some 2200 staff memberswork for EUROCONTROL, spread over European countries. EUROCONTROL's Headquarters are in Brussels. A four-state air traffic control centre is based in Maastricht, the experimental centre in Brétigny-sur-Orge (France) and training institute for air traffic management (ATM) professionals is in Luxembourg.   19. Headquarters  EUROCONTROL Headquarters are located in Brussels. They host four of five Directorates including the Agency's support services. Experimental Centre The EUROCONTROL Experimental Centre (EEC) carries out operational research and testing of air traffic control (ATC) methods, operational demonstrations of the validity of  ATC systems, while working on the evaluation of ATC systems equipment. Training Institute The training center, located in Luxembourg, develops and delivers quality air traffic management training in Europefor air navigation service providers, civil and military state authorities of EUROCONTROL Member States and EUROCONTROL staff.   20. Maastricht UAC The Maastricht Upper Area Control Centre (UAC) provides cross-border air navigation services in the upper airspace of Belgium, the Netherlands, Luxembourg and north-west Germany. It is a perfect example of functional airspace integration, leading to major safety and efficiency gains. For several years in a row, MUAC has been rated as one of the most cost-effective air navigation service providers in Europe. EUROCONTROL CENTRES

  23. EUROCONTROL is an intergovernmental organisation which is mainly financed by its 39 European Member States. EUROCONTROL’s budget is bound to its stakeholders and its air traffic management activities in Europe, since each activity has its own financing mechanisms and contributors.   24. EUROCONTROL Agency’s operational expenditure The Agency’s operational expenditure is financed by EUROCONTROL's Member States. It covers core and support functions of the Agency, logistics and performance improvement. Bank loans are contracted for additional capital expenditures. European ATM system financing The European air traffic management (ATM) system is totally financed by airlines. Each airline’s monthly contribution is calculated according to the number of flights, distance flown and number of passengers. EUROCONTROL's Central Route Charges Office (CRCO) collects the route charges due and returns them to the Member States. A minute fraction of these charges is used to finance the CRCO itself. BUDGET

  25. Functional airspace blocks (FAB) financing EUROCONTROL supports the creation of multinational air traffic control (ATC) centres to optimise the capacity and usage of airspace across Europe. These centres will be based on the concept of functional airspace blocks (FAB), so creating multinational ATC centres that are independent of national boundaries. EUROCONTROL owns and operates the Maastricht Upper Area Control Centre (MUAC) on behalf of Belgium, Germany, Luxembourg and the Netherlands. The Centre is financed by these four countries. EUROCONTROL Pension Fund The EUROCONTROL Pension Fund was established in 2005 to finance pensions and invalidity allowances granted after 2005. It constitutes a separate category of assets of the Organisation and does not have its own legal entity. The Pension Fund is financed by EUROCONTROL's 39 Member States and the Agency’s active staff members.   26. STAKEHOLDERS Everything EUROCONTROL does is for the benefit of the European aviation community. As a result, it pays particular attention to developing and maintaining the best relations possible with all the members of this community. Involving EUROCONTROL’s stakeholders Partnership is at the heart of what EOROCONTROL do. In recent years EUROCONTROL has changed its interaction with stakeholders to ensure that there is an active and substantial involvement of the air navigation service providers, airspace users and airports in its work. At the same time, EUROCONTROL has enhanced the role of state civil and military authorities for matters that are their primary concern, and have strengthened its relationship with the European Union.  Who are EUROCONTROL's stakeholders? The EUROCONTROL Agency also maintains close relations with international aviation organisations such as the United Nations International Civil Aviation Organisation (ICAO) or the European Civil Aviation Conference (ECAC). Airspace users Airspace users include airlines, pilots, aircraft operators and passengers. EUROCONTROL is working with airspace users to develop an improved air transport system, in which both aircraft operators and passengers will benefit from shorter routes, lower costs and higher safety levels.  Air navigation service providers Air traffic control is the most visible part of air navigation services. Air navigation service providers (ANSPs) are responsible for organizing and managing the flow of traffic in the air and on the ground in a dedicated airspace. EUROCONTROL works with ANSPs of its Member States but also with organizations that represent most of the world’s ANSPs or their air traffic controllers. STAKEHOLDERS

  28. Airports EUROCONTROL cooperates with European airports to optimise the interface between the air and ground sides of a flight and to increase the capacity of airports located on the continent. European airport operators contribute to the ATM technology developed through the SESAR programme, that will ensure more direct flight paths and more rapid descents, for reducing noise and other environmental impact. National and international aviation regulators Optimizing air transport safety and capacity across Europe is only possible if appropriate regulations are put in place and are respected. EUROCONTROL cooperates closely with both national aviation regulators, known as national supervisory authorities, and international regulators, such as the European Aviation Safety Agency.  International aviation organisations EUROCONTROL coordinates its activities with international aviation organisations. It does so in order to avoid duplicating efforts and to develop synergies between all aviation stakeholders worldwide. STAKEHOLDERS

EUROCONTROL’s Role is unique in Europe because: it is the only organization where EU and non-EU Member States come together to discuss Single European Sky implementation. it provides the technical expertise for building the Single European Sky. it is a unique platform for civil-military coordination, building on decades of strong military involvement in its activities. it has a key role not only in managing day-to-day operations of the European air traffic management (ATM) network, but also in managing crisis situations. it provides public service functions that only reap their full benefits if organized at a pan-European level, such as the collection of route charges.
