  2. Aeronautical Information To improve Airspace Management, the dynamic availability of quality Aeronautical Information is of foremost importance. AISs are required to ensure the flow of aeronautical information necessary for the safety, regularity and efficiency of international air navigation within the area of responsibility of a State. The airspace users, as well as those commercial organisations serving theairspace users, depend on the accuracy and timeliness of such data for safe route management, flight planning, and flight operations.

The EUROCONTROL Member States entrusted the Agency with the development, establishment and operation of an EAD. • System Implementation Contract signed on7 July 1999with Frequentis Network Systems; Acceptance done in April 2003 • Service Provision Contract signed on10 July 2001with GroupEAD Europe S.L.

  7. Operational Constrains States remain responsible for providing the AIS and the information published. AIS of migrated States are responsible for inserting, maintaining and correcting their national data directly in the EAD. Although externalised, the EAD is a service provided and owned by EUROCONTROL on behalf of its Member States. EUROCONTROL has sponsored the development of the EAD system and sponsors the provision of the EAD service in line with the Service Charging Policy but not the costs for local systems and for connectivity.

ECAC Member states and the EUROCONTROL Agency through the EAD are making available to all EAD clients: • International NOTAM Operation (INO) • World-wide Original & Processed messages • Static Data Operation (SDO) • World-wide • Static data used for NOTAM Validation, and PIB Generation • ECAC area • Complete Static Data contained in the Aeronautical InformationPublications • AIP, Amdt and Supplements, AIC and Charts • ECAC area

  11. Access to Database and applications CAA/ANSP or grouping of CAA/ANSP, can access: • Directly the EAD database and make use of all AIS functionalities (input – output) through a number of developed applications • through an EAD compatible database

Quality - AvailabilityCost Effective • Quality • ICAO Standards, OPADD, SDP, AICM/AIXM applied • Systems have been developed and will be maintained following changes • EAD = DB Implemented high number of validation rules • Coordination of cross border conflict resolution • Less human input • Single entry of static data, further replicated for other applications • Automated processes between applications
